Qualifications

  • 3–5 years OSP/Fiber experience.
  • Strong design, costing, and BOQ capability.
  • AutoCAD and GIS knowledge.
  • Willingness to travel.
  • Experience working with telecommunications operators, network infrastructure providers, OSP contractors, or system integrators.
  • Experience in FTTH/FTTx, Metro Ethernet, backbone, access, corporate connectivity, and wholesale network projects.
  • Familiarity with fiber network management/inventory systems and OSP planning software.
  • Knowledge of Malaysian telecommunications infrastructure requirements and coordination with relevant authorities/utilities.
  • Certification or training in fiber optic technology, OSP engineering, project management, or telecommunications.

Responsibilities

  • Develop and provide appropriate OSP solutions in response to RFIs/RFTs/RFPs and other procurement requirements to support network deployment and business requirements.
  • Prepare all necessary documentation for Fixed Network engineering projects, including Project Information and Cost Responses, Engineering Design and Costing, Project Scheduling, Cost Approval Requests, PR/WO documentation, implementation documentation, and Project Handover Notes.
  • Produce detailed engineering designs for fiber and OSP infrastructure, including civil infrastructure, cable routing and cutting plans, fiber/copper port assignments, cross-connect arrangements, duct and cable infrastructure, and other related network facilities.
  • Prepare BOQ, material requirements, and engineering cost estimates covering Trunk and Spur routes for Corporate, Wholesale, Special Projects, Network Coverage, Upgrading, and Relocation projects.
  • Monitor project implementation and expenditure to ensure that Fixed Network projects remain within the approved budget, with any cost variations properly justified, documented, and approved.
  • Ensure the accuracy of engineering designs, BOQs, and cost estimates, targeting an estimated variance of within ±10% of the actual as-built cost, where practicable.
  • Provide technical support and engineering assistance to the Product, Marketing, Enterprise, and other relevant departments for Fixed Network project requirements.
  • Liaise with relevant internal departments, functional teams, contractors, vendors, and other stakeholders to obtain technical information, coordinate project requirements, and ensure timely project completion.
  • Monitor and manage fiber, duct, and OSP infrastructure capacity across Trunk and Spur routes by conducting forward-looking capacity planning based on location, network demand, utilization trends, and forecast requirements.
  • Perform site surveys, feasibility assessments, route planning, and technical evaluations where required to validate the proposed OSP solution.

Job description

Responsible for recommending appropriate Outside Plant (OSP) solutions for Fixed Network projects, including Corporate, Wholesale, Special Projects, Network Coverage, Upgrading, and Relocation projects, regardless of geographical location. Provide technical justification and/or detailed engineering cost comparison reports to support the proposed solutions.

Key responsibilities

Develop and provide appropriate OSP solutions in response to Requests for Information (RFI), Requests for Tender (RFT), Requests for Proposal (RFP), and other procurement requirements to support network deployment and business requirements

Prepare all necessary documentation for Fixed Network engineering projects, including Project Information and Cost Responses, Engineering Design and Costing, Project Scheduling, Cost Approval Requests, Purchase Requisition (PR) / Work Order documentation, implementation documentation, and Project Handover Notes

About you
