Job summary

Malaysia Airports Berhad is seeking an Executive - Project Governance (Claim & Payment) to oversee procurement and contractual management of infrastructure projects, ensuring delivery within budget and specs.

You will handle pre and post-contract duties, including tendering, evaluation, payment certificates, variation/VO, EOT, Final Account, and consultant fee claims, while maintaining safety and compliance.

Qualifications

• Bachelor's degree in QS/Construction/PM is required.
• Experience in design, construction and consultancy across infra works.
• Strong drafting skills for BOD/BPC/MPC/SPC and meeting minutes.
• Good knowledge of project costing, contract claims and procurement.

Responsibilities

• Pre Contract: prepare tender documents, evaluate tenders, and draft approval papers.
• Post Contract: evaluate progress claims and issue payment certificates.
• Post Contract: evaluate variation claims and issue VO certificates.
• Post Contract: evaluate EOT claims and issue EOT certificates.
• Post Contract: prepare Final Account and audit consultant fee claims.
• Manage maintenance cost to stay within budget.
• Maintain high safety standards and workplace housekeeping.
• Plan workforce and resources for maintenance schedules.
• Ensure compliance with technical specs and authorities' requirements.
• Respond promptly to maintenance activities and issues.
• Ensure O&M deliverables meet client requirements.

Job Description

POSITION GENERAL SUMMARY

Responsible to in overseeing the procurement and contractual management of planned projects of infrastrucutre to ensure delivery within budget, specifications and time.

ESSENTIAL POSITION FUNCTIONS

Pre Contract

• Preparation of tender document


• Evaluation of tender


• Preparation of tender approval paper

Post Contract

• Evaluation of contractor's progress claim and prepare certificate of payment


• Evaluation of contractor's claim for variation and prepare the certificate of VO upon approval of respective approval bodies.


• Evaluation of contractor's claim for Extenson of Time and preparation of EOT certificate upon approval of approval body.


• Preparationof Final Account.


• Evalution of consultant's professional fee claim and its Certificate of Payment.


• Execute and control on maintenance cost to ensure it compliance within budget.


• Ensure high safety standards and housekeeping is being implemented and maintained at workplace.


• Plan the work force and all required resources in performing the maintenance schedule.


• Ensures project implementation comply with technical specifications and authorities requirements.


• Promptly response in maintenance activities.


• Ensure deliverables of O&M and project implementation meets client’s requirements.

Skills

• Sound knowledge in quantity surveying & project management.


• Experience in design, construction and consultancy for building works, civil engineering works, infrastructure works and mechanical & electrical works.


• Able to draft BOD papers, BPC papers, MPC papers, SPC papers, EXCO papers and Minutes of meetings and other related.


• Fast learner, pro-active, team work oriented, well-motivated, punctual and work focus.


• Knowledge in Project Management & sound knowledge in Quantity Surveying (estimation & contractual claims).


• Working knowledge of project costing and contract management

Education

• Bachelor's Degree preferably in Quantity Surveying/ Construction Management/ Project Management

Relevant Industries

• Bachelor's Degree with CGPA > 3.0 and minimum 3 years relevant experience


• Professional / Consultant Quantity Surveyor with Board of Quantity Surveying Malaysia, Royal Institute Surveyor Malaysia, Royal Institute Chartered Surveyor or registered with a Professional Association or Institution (Professional or Consultant)
