Preferred Background: Quantity Surveying (QS), Contracts, or Commercial Management
Job Purpose
To ensure that all claims and supporting documents submitted by subcontractors and main contractors for fiber optic, intelligent traffic system, and CCTV projects are thoroughly verified and compliant with contractual, financial, and technical requirements prior to submission for COO approval and Finance Department processing.
Key Responsibilities
- Claims Verification
- Receive and review all payment claims, progress billings, and supporting documents submitted by subcontractors and main contractors.
- Verify that claims align with approved work orders, contract terms, and project progress.
- Ensure compliance with project specifications, contractual milestones, and site progress reports.
- Highlight discrepancies, over-claims, or non-compliance issues for correction before COO approval.
- Documentation & Compliance
- Check and validate all supporting documents, including delivery orders, site work completion reports, variation orders (VO), and progress certificates.
- Maintain a systematic filing and documentation system for all claims and verification records.
- Ensure proper endorsement by Project Managers/Engineers before claims reach COO for approval.
- Verify that all insurance, permits, and regulatory compliance documents are in place where required.
- Financial Verification & Coordination
- Cross-check claims against project budgets, BOQ, and approved variations.
- Liaise with Finance Department for accurate and timely payment processing after COO approval.
- Liaison & Reporting
- Work closely with Project Managers, Site Supervisors, and Engineers to confirm actual work progress versus claims submitted.
- Escalate disputed claims or irregularities to COO for resolution.
- Prepare regular verification reports for COO.
Qualifications & Requirements
- Bachelor’s Degree / Diploma in Quantity Surveying, Construction Management, Civil Engineering, or related field.
- Minimum 3–5 years’ experience in contract administration, claims verification, or project QS role (preferably in telecoms, ICT, or infrastructure projects).
- Strong understanding of construction contracts, BOQ, progress billing, and variation order management.
- Familiarity with fiber optic, intelligent traffic systems, or CCTV infrastructure projects is an added advantage.
- High attention to detail, analytical skills, and strong integrity in financial verification.
- Proficiency in Microsoft Office (Excel, Word, PowerPoint); knowledge of project/ERP software is a plus.
