Job summary

DKSH Malaysia Sdn Bhd in Kota Kinabalu seeks an Executive to lead Health, Safety, Security and Environment (HSSE) governance across Sabah Region. You will drive policy implementation, audits and continuous improvement to strengthen resilience and regulatory compliance.

Key responsibilities include coordinating risk assessments, incident investigations, emergency preparedness, BCM exercises and regulatory submissions, while mentoring site teams to embed a proactive safety culture.

Responsibilities

• Lead HSSE governance and compliance across East Malaysia.
• Ensure compliance with DKSH policies, Security Standards, ISO 14001/45001, TAPA FSR and regulatory requirements.
• Conduct periodic compliance audits, workplace inspections, security assessments and management system reviews.
• Monitor closure of audit findings and corrective actions.
• Support site management in implementing HSSE programmes, policies and controls.
• Lead risk assessments including HIRARC and environmental risk assessments.
• Coordinate MOC reviews for HSSE-related changes.
• Lead investigations into security incidents, accidents and non-conformities.
• Prepare investigation reports and track corrective actions to closure.

Job description

Executive, Health, Safety, Security and Environment_Kota Kinabalu

Responsible for leading the implementation, monitoring and continual improvement of Security, Health, Safety, and Environment (HSSE) programmes across DKSH Supply Chain Management operations in Sabah Region.

The role serves as the regional HSSE focal point by providing technical guidance, ensuring compliance with corporate standards and statutory requirements, coordinating audits and investigations, supporting emergency preparedness and business continuity initiatives, and driving continuous improvement to strengthen operational resilience, security, safety performance and regulatory compliance.

What You Will Deliver

HSSE Governance & Compliance

Lead the implementation and continual improvement of HSSE Management Systems across East Malaysia.

Ensure compliance with DKSH HSSE Policies, Security Standards, ISO 14001, ISO 45001, TAPA FSR, GDP and all applicable legal and regulatory requirements.

Conduct periodic compliance audits, workplace inspections, security assessments and management system reviews.

Monitor and ensure timely closure of audit findings, corrective actions and preventive actions.

Support site management in implementing HSSE programmes, policies and operational controls.

Lead Security Risk Assessments, HIRARC, Environmental Risk Assessments and other operational risk assessments.

Identify operational risks and recommend practical mitigation measures.

Monitor implementation and effectiveness of risk control measures.

Support Management of Change (MOC) reviews for operational changes affecting HSSE.

Lead investigations into security incidents, accidents, environmental incidents, theft, fraud, losses and operational non-conformities.

Perform root cause analysis and prepare comprehensive investigation reports.

Track implementation of corrective and preventive actions until effective closure.

Maintain accurate incident records within the Security Incident Database (SID).

Operational Support

Provide technical HSSE guidance to operational teams across East Malaysia.

Support site readiness for customer, regulatory and certification audits.

Participate in warehouse operational reviews and recommend improvements to strengthen security, safety and operational resilience.

Coordinate contractor safety and security compliance during projects and maintenance activities.

Performance Monitoring & Reporting

Consolidate and analyse HSSE KPIs, dashboards and compliance performance.

Prepare monthly, quarterly and annual management reports.

Analyse trends and recommend continuous improvement initiatives.

Training & Competency Development

Coordinate and deliver HSSE induction programmes, awareness campaigns, toolbox talks and training sessions.

Coach and mentor site representatives and operational teams on HSSE best practices.

Promote a proactive safety and security culture throughout Sabah Region

Business Continuity Management

Support Business Continuity Management (BCM) compilation for Sabah

Maintain Business Impact Analysis (BIA), Risk Assessments and Business Continuity Plans for Sabah Region.

Support planning and execution of BCP exercises, tabletop simulations and emergency response drills.

Monitor completion of BCP improvement actions and audit findings.

Support business recovery activities during disruptions and coordinate implementation of recovery strategies.

Coordinate emergency preparedness programmes and Emergency Response Team (ERT) activities.

Support crisis response during emergencies and business disruptions.

Coordinate emergency drills and evaluate effectiveness for continual improvement.

Stakeholder & Regulatory Management

Liaise with regulatory authorities, enforcement agencies, customers, auditors and certification bodies on HSSE matters.

Coordinate statutory inspections and regulatory submissions where applicable.

Build effective working relationships with internal and external stakeholders.

Lead regional HSSE improvement initiatives and operational excellence projects.

Support implementation of new security technologies, digitalisation and process improvements.

Benchmark industry best practices and recommend enhancements.

Perform other duties assigned by the Head of HSSE.

What You Will Deliver

Bachelor’s degree in occupational safety & health, Environmental Management, Security Management, Engineering, Business Administration or a related discipline.

Professional certifications such as SHO, TAPA FSR Authorised Auditor, ISO 14001/45001 Internal Auditor, BCM, NEBOSH or equivalent will be an added advantage

Minimum 5 years of relevant experience in Security, Health, Safety and Environment within logistics, warehousing or supply chain operations.

Experience implementing ISO Management Systems, TAPA FSR and regulatory compliance programmes.

Experience conducting incident investigations, audits and operational risk assessments.

Experience coordinating Business Continuity Planning, emergency preparedness and crisis management activities is preferred.

Experience managing multiple sites and working with cross-functional teams.

Demonstrated ability to independently lead regional HSSE programmes and continuous improvement initiatives.
