Rozer Sterilizer Technology (Malaysia) Sdn. Bhd. is expanding its Malaysia team and seeks a Customs & Subcontract Compliance Executive to manage RMCD compliance for subcontract / farm-in activities.

The role covers documentation, declarations, audits, and close coordination with RMCD and internal departments. Ideal candidates have 2–5 years in Malaysian customs, bonded warehousing, and experience with LMW customers. Proficiency in Excel and SMK systems is advantageous.

Qualifications

• Diploma or Bachelor's in Customs, Logistics, SCM, IT or related disciplines.
• 2–5 years in Malaysian customs, LCW, bonded warehouse, compliance, or subcontract ops.
• Experience with LMW customers and subcontract/farm-in is a plus.

Responsibilities

Job Responsibilities:

1. Customs & Subcontract Compliance

Manage and coordinate customs compliance for subcontract / farm-in activities involving LMW customers.

Coordinate applications, approvals and supporting documentation for receiving subcontract work in accordance with applicable RMCD requirements.

Ensure bonded goods are physically segregated from Rozer's own goods and other non-bonded materials.

Monitor the movement of bonded goods from receiving, storage, EO sterilization, quarantine and final return.

Conduct regular reconciliation between physical stock and customs/subcontract records.

Investigate and report any quantity discrepancies, shortages, excesses or unexplained movements.

• Provide accurate subcontract movement and processing information to LMW customers for their statutory customs reporting.

• Coordinate with customers on supporting information required for their LMW monthly customs reporting.

4. SMK / Customs System & Declaration

• Perform or coordinate relevant customs declarations and submissions through the applicable Malaysian Customs systems, including SMK where required.

• Ensure customs declarations and supporting documents are accurate and consistent with physical goods and company records.

• Follow up on customs approvals, permits and related submissions.

• Maintain proper records of customs approvals and correspondence.

5. Customs Audit & Inspection

• Prepare Rozer for RMCD customs audits, inspections and site visits.

• Ensure all customs records, bonded stock records and supporting documents are complete and readily accessible.

• Coordinate with Warehouse, Production, QA and Finance during customs inspections.

• Respond to customs queries and follow up on corrective actions where required.

• Ensure the company maintains continuous customs audit readiness.

6. Damaged Goods, Wastage & Disposal

• Monitor and record damaged, rejected and wasted bonded goods arising from EO sterilization activities.

• Coordinate with QA and Operations to verify the quantity and status of damaged or rejected goods.

• Ensure bonded waste, scrap or damaged goods are handled according to applicable Customs requirements and approved procedures.

• Ensure no bonded goods are destroyed, disposed of, transferred or otherwise removed without the necessary approval where required.

• Maintain supporting records and evidence for approved disposal or return activities.

7. Cross-Functional Coordination

• Work closely with Warehouse to ensure accurate physical control of bonded goods.

• Work closely with EO Operations to reconcile quantities processed and returned.

• Work closely with QA/RA on rejected products, non-conforming goods and sterilization-related discrepancies.

• Work closely with Finance on customs-related accounting and reconciliation matters.

• Coordinate with LMW customers to ensure smooth movement of goods and complete documentation.

8. Compliance & SOP

• Develop, implement and maintain customs and subcontract-related SOPs, work instructions and control procedures.

• Establish proper segregation and authorization controls for bonded goods.

• Conduct periodic internal checks on customs records and bonded stock.

• Identify potential customs compliance risks and recommend corrective actions.

• Maintain confidentiality of customer, customs and commercial information.

Requirements:

Education

• Diploma / Bachelor's Degree in Customs, Logistics, Supply Chain Management, International Trade, Business Administration, Accounting or related disciplines.

• Candidates with relevant customs / LMW experience may also be considered.

Experience

• Minimum 2–5 years of relevant experience in Malaysian Customs, LMW, bonded warehouse, customs compliance, logistics or subcontract operations.

• Experience dealing with LMW customers and subcontract / farm-in activities will be an advantage.

• Experience in medical device, pharmaceutical, manufacturing or EO sterilization industry is preferred.

• 监督保税货物从收货、仓储、EO 灭菌、隔离到最终退回客户的整个流程。

• 定期进行实物库存与系统/海关记录核对。

• 调查及报告数量差异、短缺、超额或无法解释的货物移动。

3. 海关文件及记录管理

• 准备及维护完整的 Subcontract / Farm-in 文件及相关支持资料。

• 保存客户货物的收货、处理、拒收、损坏、损耗及退回记录。

• 确保所有海关文件完整、准确、可追溯，并可随时提供检查。

• 为 LMW 客户提供其海关月度申报所需的分包货物进出、处理及退回数据。

• 与客户协调其 LMW 月度海关申报所需的相关资料。

4. SMK / 海关系统及申报

• 根据实际业务需要，通过 SMK 等马来西亚海关系统进行或协调相关申报。

• 确保海关申报资料与实际货物及公司记录一致。

• 跟进海关批准、许可证及相关申请。

• 妥善保存海关批准文件及往来记录。

5. 海关审核及现场查验

• 负责准备公司应对 RMCD 海关审核、现场查验及突击检查。

• 确保所有海关、保税库存及分包记录完整并可随时提供。

• 协调仓库、生产、QA及财务部门配合海关检查。

• 负责回复海关提出的问题，并跟进相关改善措施。

• 确保公司长期保持海关审核准备状态。

6. 损坏品、损耗及报废管理

• 记录 EO 灭菌过程中产生的保税货物损坏、不良及损耗。

• 与 QA 及生产部门确认不良品、损坏品及损耗数量和状态。

• 确保保税废料、报废品及损坏货物按照海关规定及公司批准程序处理。

• 未取得所需批准前，不得擅自销毁、报废、转移或处置受海关监管的保税货物。

• 保存相关批准文件、报废记录及处理证明。

7. 跨部门协调

• 与仓库部门合作，确保保税货物得到正确的实物管理。

• 与 EO 生产部门核对实际灭菌数量及退回数量。

• 与 QA/RA 部门协调不良品、异常产品及灭菌相关问题。

• 与财务部门协调海关相关账务及对账工作。

• 与 LMW 客户保持沟通，确保货物进出及文件流程顺利。

8. 合规及SOP管理

• 建立、执行及维护海关及分包业务相关 SOP、工作指引及控制流程。

• 建立保税货物隔离、授权及追踪机制。

• 定期进行内部海关记录及保税库存检查。

• 识别潜在海关合规风险并提出改善建议。

• 对客户、海关及公司商业资料严格保密。

任职要求：

学历

• 海关、物流、供应链管理、国际贸易、工商管理、会计或相关专业 Diploma / Bachelor's Degree。

• 具有相关海关 / LMW 工作经验者，可根据经验考虑。

工作经验

• 2–5年以上马来西亚海关、LMW、保税仓、海关合规、物流或分包业务相关经验。
