Celestica Inc. Malaysia seeks an EHS Safety & Health Officer to lead workplace safety, health, environmental, and energy management at our E&E and semiconductor equipment facility.
You will ensure compliance with OSHA 1994/Amendment 2022, FMA 1967, and RBA standards, coordinating with DOSH and DOE during site inspections and audits; preparing statutory reports and driving audits, training, and sustainability initiatives.
The EHS Safety & Health Officer is responsible for executing, auditing, and maintaining workplace safety, health, environmental, and energy management systems at our E&E and semiconductor equipment manufacturing facility. This role ensures flawless compliance with local Malaysian statutory laws, ISO frameworks, and the labor, ethics, environmental, and health/safety requirements outlined in the Responsible Business Alliance (RBA) Code of Conduct.
Establish and oversee the annual Medical Surveillance program in compliance with the OSHA (Use and Standards of Exposure of Chemicals Hazardous to Health) Regulations (USECHH) 2000.
Coordinate with DOSH-registered Occupational Health Physicians (OHP) to conduct statutory health screenings for workers exposed to hazards in the frame shop, chemical cleaning, and powder coating lines.
Manage health monitoring parameters specifically linked to site hazards, including baseline and annual audiometric testing for noise-exposed workers (grinding shop), and targeted biological monitoring or physical exams for those handling powder coating particulates and cleaning solvents.
Maintain confidential medical surveillance records according to statutory timelines and track fitness-for-work certifications for operations personnel.
Enforce compliance with the Occupational Safety and Health Act (OSHA) 1994 / (Amendment) 2022 and the Factories and Machinery Act (FMA) 1967.
Serve as the primary liaison with DOSH (JKKP) and DOE (JAS) during site inspections and regulatory audits.
Prepare and submit all statutory reports, including JKKP 5, JKKP 6, JKKP 7, and CHRA reports on time.
Act as the site’s Certified Environmental Professional in Scheduled Waste Management (CePSWaM) under Section 49A of the Environmental Quality Act 1974.
Manage the generation, labeling, storage, and disposal of scheduled wastes resulting from welding, cleaning, and chemical powder coating lines (e.g., spent solvents, paint sludge, contaminated rags).
Maintain accurate Electronic Scheduled Waste Information System (eSWIS) logs and coordinate with DOE-licensed concessionaires for waste collection.
Act as Lead Internal Auditor for ISO 14001:2015, ISO 45001:2018, and ISO 50001:2018.
Maintain, update, and review all documentation, manuals, and procedures across all three standards.
Coordinate external certification audits and ensure zero major non-conformances.
Drive energy reduction initiatives and environmental sustainability programs to meet ISO 50001 targets.
Conduct comprehensive HIRARC and Chemical Health Risk Assessments (CHRA) specifically for heavy machinery assembly, high-heat welding, precision grinding, chemical cleaning, and powder coating ovens.
Overhaul and enforce the Permit to Work (PTW) system for high-risk operations, including hot work, compressed gas handling, and confined space entry.
Implement engineering and administrative controls for flash eye protection, localized exhaust ventilation (LEV) monitoring, particulate control, ergonomic heavy lifting, and noise pollution from grinding activities.
Implement and uphold the latest RBA Code of Conduct standards across all facility lines.
Lead preparation efforts for upcoming RBA Validated Assessment Program (VAP) audits.
Manage corrective action plans (CAPA) to close any gaps identified during RBA or corporate customer assessments.
Bachelor’s Degree in Environmental Engineering, Occupational Safety & Health, Engineering, or a related science field.
Registered Safety & Health Officer (SHO) with a valid DOSH Green Book registration.
Certified Environmental Professional in Scheduled Waste Management (CePSWaM) competency certified by EiMAS / DOE Malaysia.
Certified Internal Auditor status for ISO 14001, ISO 45001, and ISO 50001.
Formal RBA Lead Auditor or Awareness training certification is highly preferred.
Minimum 5 years of EHS experience inside a global electronic/semiconductor manufacturing or industrial equipment assembly MNC.
Proven track record of coordinating RBA VAP audits and driving corporate industrial hygiene programs.
Hands‑on safety experience governing heavy fabrication workshops involving welding metallurgy, mechanical grinding, surface treatment chemistry, and electrostatic powder coating.
Fluency in English and Bahasa Malaysia to effectively lead employee training sessions and present metrics to corporate global stakeholders.
RBA VAP Score: Maintain a high audit tier (Silver/Gold recognition status).
Medical Surveillance: 100% on-time compliance for eligible employee health screenings and zero overdue actions from OHP reports.
Audit Readiness: 100% on-time completion of annual internal audits for ISO 14001, 45001, and 50001.
DOE & DOSH Compliance: Zero major non‑compliance penalties, compound fines, or Stop‑Work Orders under EQA 1974 or OSHA 1994.
