Job summary

TKR Engineering Sdn Bhd is seeking a Contract Engineer to lead the full lifecycle management of contracts across drilling, completion, workover, and P&A activities. The role interfaces with clients, subcontractors, suppliers, and legal advisors to ensure commercially sound and legally compliant contracts.

Responsibilities include tender strategy, commercial negotiations, claims administration, and contract performance monitoring, while supporting governance and risk management across offshore

Qualifications

Responsibilities

• Select contracting models (Lump Sum, Unit Rate, Schedule of Rates, EPC/EPCC).
• Prepare commercial strategies for tenders and subcontracting.
• Review ITT and contract terms; coordinate clarifications.
• Prepare commercial submissions and participate in tender evaluations.
• Manage change orders, variations and contract extensions.
• Monitor compliance and performance; manage insurance and indemnity terms.
• Coordinate client meetings and liaise with legal and procurement teams.
• Support audits and governance/compliance processes.

Job description

The Contract Engineer is responsible for the full lifecycle management of contracts supporting drilling, completion, workover, well intervention, plug & abandonment (P&A), engineering, procurement, construction, marine, and integrated well services. The role ensures that contracts are commercially sound, technically aligned, legally compliant, and effectively administered to minimize risk and maximize value.

The Contract Engineer serves as the primary commercial interface between TKR Engineering, clients, subcontractors, suppliers, and legal advisors. The role provides contract strategy, tender management, commercial negotiation, claims administration, contract performance monitoring, and commercial risk management while ensuring compliance with company governance and client contractual requirements.

2) Key Responsibilities

• Select appropriate contracting models (Lump Sum, Unit Rate, Schedule of Rates, Reimbursable, EPC, EPCC, Integrated Services).
• Prepare commercial strategies for tenders.
• Develop subcontracting strategies.
• Support business development with commercial inputs.
• Review Invitation to Tender (ITT) documents.
• Coordinate technical and commercial clarifications.
• Prepare commercial submissions.
• Participate in tender evaluations.
• Review contractual terms and conditions.
• Support post-tender negotiations.

C. Contract Administration

• Draft contracts and amendments.
• Review service agreements.
• Monitor contractual obligations.
• Administer change orders.
• Manage contract extensions.
• Maintain contract registers.
• Verify contract compliance.
• Review insurance requirements.
• Review indemnity clauses.
• Review liability provisions.
• Assess force majeure events.
• Monitor contractual performance.

E. Claims Management

• Manage variation orders.
• Prepare claims.
• Evaluate contractor claims.
• Negotiate settlements.
• Maintain claims register.
• Support dispute resolution.
• Verify invoices.
• Review payment applications.
• Track commitments.
• Review commercial reports.

G. Stakeholder Management

• Coordinate client meetings.
• Interface with procurement.
• Liaise with legal counsel.
• Support engineering teams.
• Coordinate commercial reviews.

H. Governance & Compliance

• Ensure compliance with company policies.
• Support internal and external audits.

3) Authorities

• Recommend contract award.
• Approve commercial evaluations within delegated authority.
• Negotiate contract terms.
• Recommend variation approvals.
• Reject non-compliant commercial submissions.
• Recommend suspension of work for contractual non-compliance.
• Approve routine contract correspondence.

4) Qualifications & Requirements

Education: Bachelor's degree in engineering / quantity surveying / construction management / law / business administration / supply chain management or equivalent; or Master's Degree in MBA / Commercial Management / Project Management.

Experience: Minimum 8 years in commercial/contracts, oil & gas industry experience, experience supporting offshore projects, experience in drilling or well services contracts, tender management experience and contract negotiation experience.

Preferably candidate that has experience with PETRONAS contracts, international contracts, FIDIC, LOGIC, NEC exposure and EPCIC experience.

Mandatory Certifications: World Commerce & Contracting (WCC) / IACCM Certification (preferred), PMP (preferred), Contract Law Training, FIDIC Contract Administration (preferred), ISO 9001 Awareness, Ethics & Compliance Training, H₂S Awareness (if field support required).

Language: Proficient in English and Bahasa Malaysia (written and spoken).
