AGENSI PEKERJAAN TRUST RECRUIT SDN. BHD. seeks a skilled Quantity Surveyor to lead cost control for diverse construction projects. You will prepare cost plans, monitor budgets, and conduct financial feasibility analyses, ensuring contracts are managed from pre- through post-contract stages.

The role covers procurement, tendering, evaluation, and contract administration, with responsibilities expanding to leadership of the QS/Cost Control team as needed.

Competenze

• Diploma or Bachelor's Degree in Quantity Surveying, Construction Economics, Building, Construction Management or a related discipline.
• Experience in Quantity Surveying, Contract Management, Cost Control or Commercial Management within construction or property development.
• Experience in pre-contract and post-contract administration.
• Good knowledge of tendering, cost estimation, budgeting, BQ/BOQ preparation and contract administration.
• Familiarity with PAM, PWD or other standard forms of construction contracts.
• Experience handling Variation Orders, progress claims, contractual claims and final accounts.
• Good negotiation, analytical, communication and stakeholder management skills.
• Proficient in Microsoft Excel and relevant QS / construction costing software.

Construction QS & Contract Management (Executive to Manager)

About the Role

We are looking for candidates with experience in Quantity Surveying, Contract Management and Cost Control to join our construction and property development operations.

Depending on your experience and seniority, you will be responsible for managing project costing, tendering, contractual administration, procurement, budget monitoring and commercial matters to ensure projects are delivered within budget and in accordance with contractual requirements.

Candidates with experience in residential, commercial or mixed-development projects are encouraged to apply.

Key Responsibilities

Prepare project cost estimates, budgets and cost plans for construction and development projects.

Monitor project expenditure against approved budgets and identify potential cost variances.

Conduct cost analysis, forecasting and financial feasibility assessments.

Recommend cost-saving measures and value engineering solutions.

Manage pre-contract and post-contract activities, including tender preparation, evaluation and contract administration.

Prepare and review Bills of Quantities (BQ/BOQ), tender documents, Letters of Award (LOA) and contractual agreements.

Liaise and negotiate with consultants, contractors, suppliers and relevant stakeholders.

Ensure contractual obligations and project requirements are properly managed.

3. Project Cost Control & Commercial Management

Monitor project costs, progress claims, contractor valuations and payment certifications.

Evaluate and manage Variation Orders (VO), claims and final account settlements.

Review project cash flow forecasts and identify potential commercial risks.

Work closely with project, finance and design teams to ensure effective cost management.

4. Procurement & Stakeholder Coordination

Coordinate procurement activities, including sourcing, tendering and commercial negotiations.

Evaluate contractor and supplier quotations to ensure competitive pricing.

Maintain effective working relationships with consultants, contractors, suppliers and internal departments.

Support project teams in resolving contractual and cost-related matters.

5. Team Management & Reporting (Managerial Positions)

Lead, supervise and develop the Quantity Surveying / Cost Control team.

Establish departmental KPIs, SOPs and cost management procedures.

Prepare management reports, commercial analysis and project cost reviews.

Provide strategic recommendations to management on project costing, procurement and contractual matters.

Requirements

Diploma or Bachelor's Degree in Quantity Surveying, Construction Economics, Building, Construction Management or a related discipline.

Relevant experience in Quantity Surveying, Contract Management, Cost Control or Commercial Management within the construction or property development industry.

Experience in pre-contract and post-contract administration.

Good knowledge of tendering, cost estimation, budgeting, BQ/BOQ preparation and contract administration.

Familiarity with PAM, PWD or other standard forms of construction contracts.

Experience handling Variation Orders, progress claims, contractual claims and final accounts.

Good negotiation, analytical, communication and stakeholder management skills.

Proficient in Microsoft Excel and relevant QS / construction costing software.

Additional Requirements for Managerial / Senior Managerial Positions

Proven experience leading and managing a QS, Contract or Cost Control team.

Strong experience managing multiple residential, commercial or mixed-development projects.

Ability to oversee project budgets, commercial strategies, procurement and contractual matters.

Professional qualifications or memberships such as RISM, MRICS or equivalent will be an added advantage.
