Job summary

Bullish Aim Sdn Bhd is seeking a regulatory/compliance professional in Johor to manage permits, approvals, and ROW processes for fiber deployment. You will liaise with councils and authorities, coordinate with utility providers, and oversee site inspections across trenching, HDD, and aerial installations.

The role requires strong negotiation, detail orientation, and the ability to respond to audits and safety requirements with timely corrective actions.

Qualifications

• Diploma or degree in civil engineering, telecommunications, quality/safety management, or law.
• Experience in compliance, HSE, or regulatory roles in telecom, fiber rollout, or civil projects.
• Knowledge of ROW permitting, municipal trenching guidelines, and utility mapping.
• Familiarity with fiber deployment methods (micro-trenching, aerial, duct, HDD) is an advantage.

Responsibilities

• Prepare, submit, and track permits and approvals from local councils, municipal authorities, and highway authorities.
• Ensure all fiber deployment activities comply with regulatory standards and bylaws.
• Liaise with government agencies, utility providers, and land management authorities to facilitate timely approvals.
• Conduct routine and unannounced site inspections across trenching, HDD, aerial, and underground fiber installations.
• Monitor contractors' compliance with HSE requirements including traffic management, PPE, and trench safety.
• Identify non-compliance risks on-site, issue Stop-Work notices or CARs and ensure timely resolution.
• Perform ad hoc tasks as required by management.

Job description

Prepare, submit, and track permits and approvals from local councils, municipal authorities, and highway authorities, including road opening permits, wayleave agreements, and Right-of-Way (ROW) permissions.

Ensure all fiber deployment activities comply with applicable telecommunications regulatory standards and local construction bylaws.

Liaise with government agencies, utility providers, and land management authorities to facilitate timely approvals.

Conduct routine and unannounced site inspections across trenching, HDD (Horizontal Directional Drilling), aerial, and underground fiber installations.

Monitor contractors' compliance with Health, Safety and Environment (HSE) requirements, including proper traffic management setup, PPE usage, and trench safety protocols.

Identify non-compliance risks on-site, issue Stop-Work notices or Corrective Action Requests (CAR) and ensure timely resolution.

Perform ad hoc tasks as required by management.

Key Requirements

• Diploma or Degree in Civil Engineering, Telecommunications, Quality/Safety Management, Law, or a related field.
• 2-4 years of experience in compliance, HSE, or regulatory roles within telecommunications, fiber optic rollout, utility construction, or civil engineering projects.
• In-depth knowledge of local Right-of-Way (ROW) permitting, municipal trenching guidelines, and utility mapping.
• Familiarity with fiber optic deployment methods such as micro-trenching, aerial installation, duct installation, and HDD is an advantage.
• Knowledge of Occupational Safety and Health (OSH) requirements is an added advantage.
• Strong negotiation and communication skills with authorities and contractors.
• Excellent attention to detail and record-keeping skills.
• Able to handle high-pressure site situations and authority audits.
• Valid driving licence and willingness to travel frequently to project sites.
