Jora Malaysia is seeking an experienced Telecommunications Technical Manager to lead planning, site delivery and compliance for telecom infrastructure projects in Malaysia. You will oversee end‑to‑end technical standards, resolve on-site issues, and guide the technical team to ensure works meet local regulations and industry requirements.

We are looking for an experienced Telecommunications Technical Manager to lead all technical planning, execution and site delivery for our telecom infrastructure projects. You will oversee end-to-end technical standards, resolve complex on-site issues, work hands-on at project sites, and guide the technical team to ensure all works comply with local regulations and industry requirements.

Job Responsibilities
Review drawings, prepare accurate material take-offs, cost estimates and budget proposals for tendering and client approval.
Prepare detailed cost estimates, material take-offs and pricing schedules for fiber, ducting, HDD and civil works
Evaluate supplier/subcontractor quotations; advise on cost competitiveness for tender submissions
Monitor actual costs against allocated budget; manage material consumption and avoid wastage
Calculate cost implications of route changes/site constraints; prepare variation cost proposals and final project costing reports
Track real-time expenditure against budget; identify cost overruns early and propose corrective actions.
Assess cost impact of design changes/site variations; prepare cost comparisons and final settlement.
Lead on-site execution: fiber laying, jointing, OTDR testing, HDD and reinstatement works; resolve technical issues
Liaise with contractors/network operators; ensure all works meet standards and agreed cost terms.
Lead, train and mentor telecom technicians, site crews and subcontractors on technical standards, safety practices and work procedures
Coordinate closely with network operators, land authorities, contractors and clients to secure approvals, resolve conflicts and ensure smooth project delivery
Manage project technical schedules, report progress and update stakeholders on technical risks and solutions
Review, approve and optimize technical designs, route plans, construction drawings and specifications for telecom infrastructure: underground/overhead cabling, ducting, network nodes and equipment installation
Ensure full compliance with network operator’s specification and requirements, regulations and relevant industry standards for all telecom works
Assess site feasibility, conduct route surveys, and prepare technical proposals and cost estimates for new projects
Regularly visit and work directly at project sites; lead and perform installation, jointing, testing and commissioning of fiber optic cables, telecom conduits, termination boxes and related hardware
Troubleshoot faults, perform OTDR testing, signal verification and quality checks to ensure network performance meets requirements
Supervise directional drilling, pipe laying, cable pulling and reinstatement works; resolve technical challenges on-site immediately
Inspect material quality, verify work progress and conduct final acceptance checks before handover
Prepare technical reports, test certificates, as-built drawings, maintenance logs and project handover documents
Evaluate new telecom technologies, materials and construction methods to improve efficiency and service quality
Requirements
Minimum 5 years of hands-on experience in telecommunications infrastructure, fiber optic networks or cabling projects; at least 3 years in a supervisory/lead role.
Familiar with TM/industry pricing norms, fiber and civil works costs; experience with HDD project costing is a plus.
Strong knowledge of fiber optic systems, cabling standards, ducting/pipe specifications and telecom safety regulations.
Experience working with TM or other Malaysian network operators is highly preferred.
Able to work hands-on at sites, operate test equipment and solve complex technical problems independently.
Proficient in reading engineering drawings, route plans and technical specifications.
Familiar with local utility coordination procedures and guidelines.
Strong leadership, communication and coordination skills.
Willing to travel nationwide for site visits and project supervision.
Possess valid Class B or higher driving license.
