ASSISTANT MANAGER, INFRASTRUCTURE & PROJECTS
The Assistant Manager, Infrastructure & Projects is responsible for the planning, design coordination, procurement, implementation and delivery of campus infrastructure and capital development projects under the Campus Services portfolio. The position provides engineering and project management expertise to ensure assigned projects are delivered safely, within approved scope, budget and schedule and in compliance with applicable statutory, regulatory and University requirements. The position also supports the Facilities Maintenance Manager in developing and implementing infrastructure improvements, refurbishment and campus expansion initiatives.
Key Responsibilities:
- Lead and manage assigned campus infrastructure and capital projects from initial concept and requirements definition through design, procurement, construction, commissioning, handover and defects rectification within approved scope, budget, schedule and quality requirements.
- Provide regular project status reports including progress, expenditure, risks, issues, variations and required decisions to the Facilities Maintenance Manager.
- Support the Facilities Maintenance Manager in planning and prioritising the campus infrastructure project portfolio in line with University strategic plans, approved budgets and operational requirements.
- Act as the project lead for infrastructure and capital projects assigned by the Facilities Maintenance Manager.
- Prepare, develop and/or coordinate engineering drawings, layouts, specifications, schedules, bills of quantities, cost estimates and technical requirements for infrastructure, refurbishment and improvement works, using AutoCAD and other appropriate tools.
- Coordinate with external consultants and relevant technical disciplines to ensure designs are complete, coordinated, constructible and fit for purpose, and obtain professional certification or endorsement where required.
- Coordinate submissions to and liaise with government and statutory authorities in relation to building, infrastructure, planning and other project approvals, where applicable.
- Prepare project scopes, tender documentation, technical specifications and evaluation criteria, and participate in tendering, technical evaluation and contractor selection in accordance with University procurement requirements.
- Manage and coordinate consultants, contractors, builders, subcontractors and suppliers to ensure works are delivered in accordance with approved drawings, specifications, contract requirements, quality standards, safety requirements, programme and budget.
- Monitor and report project performance including scope, programme, cost, quality, risks, issues, variations and key decisions, and escalation matters requiring management action.
- Conduct regular site inspections and quality control checks, coordinate testing and commissioning, identify defects and ensure timely rectification and project close-out.
- Maintain accurate project records, drawings, approvals, contracts, correspondence, progress reports, variation records, certificates, as-built documentation and handover records.
- Support the development of business cases, project proposals and capital expenditure submissions by providing technical advice, preliminary designs, cost estimates, project programs and risk assessments.
- Provide engineering and project management support for campus accessibility, compliance, refurbishment and infrastructure improvement works, including works arising from inspections, audits and statutory requirements.
- Work closely with Facilities Maintenance, HSE, Security, ICT, Residence and other stakeholders to ensure project requirements are identified, coordinated and implemented with minimal disruption to campus operations.
- Provide technical advice to the Facilities Maintenance Manager on infrastructure condition, project options, constructability, lifecycle considerations and proposed improvements.
- Ensure project activities comply with applicable Malaysian legislation, statutory requirements, University standards, occupational safety and health requirements and approved project controls.
- Contribute to continuous improvement of project delivery processes, technical standards, documentation and asset handover practices within Campus Services.
- Undertake other duties and projects as reasonably required by the Facilities Maintenance Manager in support of Campus Services and the University.
About You
To be successful in this role, you will have:
- Minimum Bachelor’s degree in Civil Engineering or a related engineering field.
- Minimum 3 years of relevant experience in civil/infrastructure engineering, construction or project management, preferably within a complex building or institutional environment.
- Demonstrated experience in managing building infrastructure or construction projects, including site supervision, inspection, quality control and project close-out.
- Demonstrated experience in preparing or coordinating engineering drawings, technical specifications, schedules, cost estimates and tender documentation.
- Proficient in AutoCAD and Microsoft Project or equivalent project planning and scheduling software.
- Experience in tendering, technical evaluation, contractor selection, contract administration and management of consultants, contractors and suppliers.
- Experience liaising with government and statutory authorities on building, infrastructure and project submissions and approvals.
- Sound understanding of construction methods, building infrastructure, materials, quality standards and occupational safety and health requirements.
- Ability to monitor project scope, budget, programme, risks, variations and technical issues and provide clear project status reporting.
- Strong analytical, organisational, communication, negotiation and problem-solving skills, with the ability to manage multiple projects and priorities.
- Ability to work independently while collaborating effectively with operational teams, consultants, contractors and University stakeholders.
- Professional registration with the relevant Malaysian engineering body, where applicable to the scope of work.
- Experience in higher education, institutional, commercial or major property development projects.
- Experience in accessibility improvement, refurbishment, campus infrastructure or student accommodation projects.
- Experience in project management methodologies, contract administration and construction project controls.
- Experience in engineering design with a consultancy firm.
- Knowledge of relevant Malaysian building, planning, fire safety, engineering and occupational safety and health requirements.
