Senai-Desaru Expressway Berhad is seeking an experienced IT and Toll Systems Manager to lead the management of the Toll Collection System (TCS) and Traffic Control & Surveillance System (TCSS) along the E22 highway, ensuring reliability, data integrity, and regulatory compliance.

Manage the Toll Collection System (TCS) and the Traffic Control & Surveillance System (TCSS), including CCTV, VMS, Emergency Telephones, AVDS, RFID, and all related equipment along the E22 Highway in compliance with Malaysian Highway Authority (MHA) requirements.
Plan, implement, and evaluate IT, TCS, and TCSS strategies to ensure optimal performance and reliability.
Monitor the lifecycle of IT assets, ensuring regular upgrades and compliance with operational standards.
Advise and recommend innovative solutions, including AI-driven initiatives and emerging technologies across all departments, exploring new approaches to enhance system performance, optimize operational costs, and develop innovative strategies to generate revenue opportunities.
Oversee daily operations, monitoring, and maintenance of Toll Collection System (TCS) and Traffic Control & Surveillance System (TCSS) to ensure high availability, reliability, and traffic monitoring.
Coordinate with vendors, System Integrators (SI), and internal teams to resolve system issues, implement upgrades, and ensure compliance with regulatory and concession requirements.
Ensure seamless integration between TCS, TCSS, and IT infrastructure to support uninterrupted tolling operations.
Establish preventive maintenance schedules, monitor system performance, and prepare downtime/incident reports with corrective actions.
Conduct system audits and verifications to safeguard toll data integrity, financial accuracy, and operational efficiency.
Develop subordinates through coaching and mentoring with user training, SOP, and technical support to toll operations and traffic monitoring staff for smooth system utilization.
Oversee disaster recovery (DRP), backup solutions, and failover systems.
Develop and implement maintenance schedules for IT, TCS, and TCSS to ensure optimal performance.
Coordinate troubleshooting and ensure timely resolution of technical issues.
Liaise with external vendors for system repairs and upgrades.
Administer and oversee IT, TCS, and TCSS-related procurement and contracts to ensure compliance with policies.
Evaluate vendor proposals, negotiate terms and monitor contract performance.
Ensure timely renewal and compliance with contractual obligations.
Manage the annual IT, TCS, and TCSS budget, ensuring cost-effective utilization of resources.
Monitor and control expenditures to align with organizational financial goals.
Prepare budget proposals for system upgrades, projects and other IT, TCS and TCSS initiatives.
Act as the primary point of contact regarding IT operations.
Collaborate with other departments to identify and fulfill IT needs.
Coordinate with regulatory authorities and ensure compliance with Malaysian Highway Authority (MHA) applicable standards.
Implement and maintain cybersecurity measures to protect company and traffic data with National Cyber Security Agency (NACSA) and National Critical Information Infrastructures (NCII) applicable standards.
Develop and maintain IT, TCS, TCSS policies, procedures and best practices.
Conduct regular reviews and updates of IT, TCS and TCSS-related policies.
Prepare and formalize comprehensive reports on IT, TCS and TCSS system performance, maintenance and project progress (if required).
Prepare and present reports to Head of Department (HODs) as required.
Minimum Qualification: Recognised Bachelor's Degree in Information Technology or Computer Science or equivalent with appropriate discipline.
Minimum Years of Experience: Minimum five (5) years of relevant experience in handling IT infrastructure or ICT within a similar industry.
Certification / Licences: Professional certifications in IT.
Strong knowledge of IT infrastructure, TCS and TCSS.
Proficiency in hardware and software management of IT infrastructure, Toll Collection System (TCS), Traffic Control & Surveillance System (TCSS).
Familiarity with procurement and contract management.
