TIMSA is seeking a Manager of Customs to lead Mexican and U.S. cross-border compliance and a team of brokers and consultants. You will shape policies, ensure regulatory adherence, and optimize inbound and outbound flows of raw materials and finished goods.

You will oversee Annex 24/30 compliance, manage broker relationships, and drive risk reduction and process improvements across the supply chain in a manufacturing environment.

Qualifications

• Bachelor’s degree in international business, Foreign Trade, Logistics, Customs, Accounting, Law, or related field.
• 10+ years of progressive experience in customs, international trade, or trade compliance, with at least 3–5 years in a manufacturing environment in Mexico.
• Demonstrated expert-level knowledge of Mexican customs legislation and regulations (IMMEX/maquiladora).
• Demonstrated expert-level knowledge of U.S. customs regulations and procedures for imports and exports.
• End-to-end import and export processes between the U.S. and Mexico.
• Proven expert-level experience with Annex 24 and Annex 30 compliance and systems.
• Experience working with customs brokers in Mexico and the U.S.
• Strong understanding of HS/HTS classification, valuation, origin rules, and USMCA.
• ERP systems (SAP, Oracle) and Annex 24/30 integration.
• Experience with CTPAT or equivalent supply chain security programs.

Responsabilités

• Ensure full compliance with Mexican customs regulations (Ley Aduanera, Reglas Generales de Comercio Exterior, SAT requirements, IMMEX/maquiladora, Annex 24, Annex 30).
• Ensure full compliance with U.S. customs and trade regulations (CBP, EAR, BIS, OFAC, and other relevant agencies) with Export Controls Officer alignment.
• Develop, maintain and enforce company customs policies, procedures, and internal controls for cross-border operations.
• Oversee all import and export processes for raw materials, components, and finished goods between the U.S. and Mexico.
• Ensure accurate tariff classification (HTS), valuation, origin determination, and use of USMCA preferential programs.
• Lead and manage Annex 24/30 compliance, inventories, and audits across departments.
• Administer Annex 24/30 inventory systems for real-time reconciliation in warehouses.
• Record and reconcile all temporary imports, returns, scrap, and transfers per Annex 24/30 standards.
