Harbour Energy is seeking an experienced HSEQ leader to define, manage and implement the Health, Safety, Environment strategy for the Block 30 development. You will ensure compliance with standards and legislation while promoting a culture that values HSEQ across the project team.

The role requires ten years in HSEQ positions in major oil and gas projects, with offshore exposure. Strong English and Spanish skills are essential, and you will coordinate audits, emergency readiness and regulatory

Qualifications

  • Ten (10) + years of experience in HSEQ positions in Major Development Projects in Oil & Gas.
  • Offshore postings in E&P or O&G production facilities.
  • English and Spanish proficiency required.

Responsibilities

  • Define, manage and implement the Health, Safety, Environment strategy for Block 30 development phase.
  • Ensure compliance with internal standards and legislation and foster a culture prioritising HSEQ.
  • Promote company HSEQ values and align objectives with business goals.
  • Develop and maintain project HSE programs, audit plans and risk mitigations.
  • Coordinate regulatory relations and ensure emergency preparedness and training.

Purpose of Role:

  • To define, manage and implement the Health, Safety, Environment strategy for the activities pertaining to the development phase of Block 30.
  • Ensure the compliance of internal standards and legislation along with developing a culture which values and promote widely the Health, Safety and the protection of Environment.

Critical Responsibilities (MAE/MATTE/HSES*):

  • Ensures all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.

Ethics and Compliance Responsibilities:

  • Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures and to complete any compulsory compliance training as required.

Areas of Accountability, Responsibility and Competence:

  • Promote a company culture where HSEQ is an integrated part of the business.
  • Establish and execute with the Project Management Team - clear objectives and targets to archive the desired project HSEQ performance aligned with Business Unit and Corporate goals.
  • Ensure that the annual HSEQ Objectives program is executed.
  • Monitor HSEQ performance throughout the project life cycle to ensure targets are met, secondly and as needed implement strategies to meet emerging challenges and/or needs.
  • Develop and maintain the project specific HSE program and HSE activity plan.
  • Implement and maintain the continuous improvement process of the HSEQ Management System.
  • Perform HSEQ audits as required and manage the HSE audit program to critical processes.
  • Ensure MOC process is duly followed for managing change on HSEQ matters to ensure proper risk mitigation action are identified and implemented.
  • Act as HSEQ Regulatory coordinator and establish and sustain a strong relationship with regulatory bodies and monitor compliance with identified requirements.
  • Ensure that HSEQ risk identification and management exercises are conducted during planning and execution of activities in the project.
  • Prepare and maintain emergency preparedness strategies and requirements, ensuring an efficient and robust emergency response organization through regular exercises and training activities.
  • Ensure that Previous HSEQ project lessons learnt are revised and implemented as applicable during the project life cycle. Ensure that all new HSEQ lessons learnt are captured for future projects.
  • Develop and control the HSEQ yearly budget of the project
  • Stop any unsafe operation/situation and report immediately to Site Management
  • Facilitate HSEQ training for the project team as needed.

Technical Skills

  • HSEQ Management system knowledge (ISO 9k, 14k & 45k).
  • In-depth knowledge of operational activities and Hazard identification, assessment and control (risk management strategies).
  • Occupational health & hygiene assessments, monitoring and management strategies.
  • Emergency preparedness strategies and requirements (Developing, executing and assessing competence of ERT members).
  • Proficient knowledge of in-country and international HSEQ standards, regulatory requirements and permitting for O&G (Knowledge, interpretation and execution).
  • Sound understanding of Project Management principals.
  • Proficient in audit planning and execution.

Non-Technical Skills

  • Functional, business, industry supervisory expertise.
  • Strong personnel management qualities / leading and developing self and others to maximize their potential.
  • Strong interpersonal skills to create and maintain relationships with internal and external stakeholders.
  • Strong oral and written communication skills.
  • Ability to operate in an agile environment, working in cross-functional and multicultural teams.

Professional Experience

  • Ten (10) + years of experience in HSEQ positions in Major Development Projects in the Oil and Gas Industry. Three (3) of which must include offshore postings in E&P or O&G production facilities.
  • Offshore working experience is required.

Education

  • MSc / B.S. Engineering, Occupational Health and Safety, Process Safety or equivalent HSEQ related field.

Language

  • English: Proficient (written and spoken).
  • Spanish: Proficient (written and spoken).
