Saipem, a global leader in engineering and construction for energy and infrastructure, seeks a Proposal Manager in Milan. You will plan, coordinate and control the execution of bids within time and cost constraints, aligning with Bidder requirements and objectives.

You\'ll lead cross-functional teams across engineering, procurement, construction, and legal functions, negotiate contracts, assess risks, and ensure timely submittals to clients, with opportunities to travel abroad on projects.

Competenze

• Master's/Bachelor's degree in Engineering or Economics.
• Minimum 5 years' experience in oil & gas, petrochemical, renewable, or related sectors.
• English and Italian language proficiency at C1 level.

Mansioni

• Coordinate bidding project team across engineering, procurement, construction, and staff functions.
• Monitor progress of project phases against time, cost and quality objectives.
• Develop complete proposals for projects of any contractual scope from EPC lump sum to reimbursable services.
• Analyse contract requirements with commercial and legal functions.
• Conduct technical, commercial, and contractual negotiations with clients, partners, and vendors.
• Ensure definition of cost estimating by the estimator.
• Prepare assessment of risks associated with proposals.
• Submit the proposal to the client.

As Proposal Manager, you will respond to the Head of Energy Carriers Tendering Department and be part of the ENCAR.

You will plan, coordinate and control the execution of the proposal in accordance with the instructions to Bidder requirements and Proposal objectives, within time and cost constraints while observing Quality procedures and practices.

Responsibilities

• Coordination and management of the bidding project team (engineering, procurement, construction and staff functions such as legal, fiscal, insurance, finance)
• Monitor progress of project phases, in accordance with time, cost and quality objectives
• Development of complete proposals for projects of any contractual scope (from reimbursable feasibility services to turn‑key EPC lump sum)
• Analyse contract requirements and conditions in conjunction with commercial and legal functions
• Technical/commercial/contractual negotiations with clients, partners and vendors/sub‑contractors
• Ensure definition/review of the cost estimating developed by estimator
• Prepare assessment of the technical, financial, schedule or any other unusual risks associated with proposals
• Ensure the submittal of the proposal to the client

Requirements

Education: Master's Degree/bachelor’s degree in Engineering or in an Economic field

Experience: minimum 5 years within oil & gas, petrochemical, renewable or floaters sectors

Languages: English (C1), Italian (C1)

Technical/IT Skills:

• Open minded and willing to work in a flexible and agile manner
• Communication and relational skills
• Organization and prioritization skills
• Preferably 2+ years of work experience in the Operation and Maintenance (O&M) sector
