Job summary

ONE Campaign is seeking a consultant to deliver an independent analysis of a potential premium flyer levy in Italy. The work spans baseline mapping, design options, revenue modelling and political feasibility through a structured deliverable set and timeline.

The assignment runs Nov 2026–Mar 2027, with a fixed fee and close collaboration with ONE's EU policy and Italy teams. Fluency in Italian and English is required for reporting to policymakers and stakeholders.

Qualifications

• Experience in tax policy analysis, transport economics or public finance modelling.
• Working knowledge of the Italian fiscal and legislative system.
• Professional fluency in Italian and English.
• Ability to write for a political audience that is not technical.

Responsibilities

• Baseline mapping of taxes and charges on air passengers and aircraft in Italy.
• Set out legal basis, rate, annual yield and revenue destination for each charge.
• Estimate premium traffic, route categories and aviation movements post-2019.
• Design options and revenue modelling for premium levies.
• Develop multiple levy designs with taxable event, liable party, rate structure, collection.
