Job Description:

The candidate should be conversant in identifying and controlling foreseeable HSE risks and possess experience in preparing Design Safety Basis and selecting appropriate risk management measures based on the following hierarchy of concepts:

• Inherently Safer Design: Elimination or reduction of hazards
• Prevention: Design to avoid hazards
• Control: Design measures to control hazards
• Mitigation: Design measures to minimize consequences
• Emergency Response

Primary Responsibilities

• Provide safety engineering services during FEED and Detailed Engineering phases of Fixed Offshore Platforms and Floating Production Storage and Offloading (FPSO) vessels as Lead – HSE Engineer
• Support the Project Manager and project team to achieve HSE objectives during execution
• Assist the department in establishing and updating HSE procedures and standards
• Train and mentor subordinates to enhance the skills of HSE team members
• Prepare and review various Safety Engineering deliverables, including:
• Safety Concept / HSE Philosophy / Safety Design Basis / Fire Protection & Loss Prevention Philosophy
• Fire & Explosion Risk Analysis (FERA)
• Emergency System Survivability Analysis (ESSA)
• Escape, Evacuation and Rescue Analysis (EERA)
• Vent / Flare Radiation and Dispersion Studies using PHAST / FLARESIM / FRED
• HSE Critical Equipment & Systems (HSECES) identification and performance standards
• ALARP (As Low As Reasonably Practicable) assessments
• Design Risk Analysis (e.g., Dropped Object, Fire/Explosion scenarios)
• LOPA (Layer of Protection Analysis)
• Emergency Preparedness Analysis (EPA)
• Hazardous Area Classification – preparation of hazardous equipment schedules and classification layouts
• Ergonomic Studies / Human Factors Analysis
• Escape Route Layouts, Firefighting, Safety & Life-Saving Equipment Layouts, Safety Sign Layouts
• Fire Zone, Restricted Area and Impacted Area identification
• Passive Fire Protection (PFP) Plans, Engineering, Studies, Philosophy, Specifications
• Active Fire Protection (AFP) Plans and Specifications (fixed water/foam/water mist systems), Portable Fire Extinguisher Layouts, Fire Safety Assessments, Fire Protection Analyses
• PIPENET Hydraulic Calculations for firewater systems & Dispersion Modelling
• Conduct HSE Reviews and Audits across engineering and related disciplines
• Review of P&IDs and PFDs from a safety perspective
• Preparation and review of Bow Tie Diagrams (BowTie XP)
• Review and update of third-party and multidisciplinary engineering documents for HSE compliance
• Hands‑on experience with PHAST, FLARESIM, and PIPENET (sprinkler and standard modules)
• Knowledge of international codes and standards, including but not limited to:
• API 14 Series, NFPA 13, 15, 20, API 2030, API 520, 521, 526, OISD
