Job summary

PeopleStrong is seeking a Lead HSE Engineer to oversee safety engineering during FEED and detailed design of offshore platforms. You will lead HSE activities, ensure compliance, and drive risk-based safety enhancements across the project lifecycle.

You will prepare safety deliverables, perform hazard analyses, and mentor the HSE team to uphold ALARP and robust safety standards on FPSO/Vessel projects.

Qualifications

• Experience in preparing Design Safety Basis and selecting risk management measures.
• Knowledge of hazard elimination, prevention, control, and mitigation concepts.
• Familiarity with HSE deliverables such as FER A, ESSA, EERA, LO/LP, and P&IDs.

Responsibilities

• Provide safety engineering services during FEED & Detailed Engineering of offshore platforms as Lead HSE Engineer.
• Assist Project Manager and team to achieve project HSE objectives during execution.
• Support the department in establishing and updating procedures and standards.
• Train subordinates and enhance HSE team skills.
• Prepare/review safety deliverables: Safety Concept, HSE Philosophy, Fire Protection Philosophy, LOPA, EPA.

Job description

The candidate should be conversant in identifying and controlling foreseeable HSE risks.

Experience in preparing Design Safety Basis, selection of risk management measures of precedence, and the concepts of:

• Inherently safer design (elimination or reduction of hazards);
• Prevention (design to avoid hazards);
• Control (design measures to control hazards);
• Mitigation (design measures to minimise consequences); and finally,
• Emergency response.

Responsibilities

• To provide safety engineering services during FEED & Detailed Engineering of Fixed Offshore Platforms and Floating Production Storage and Offloading vessels (FPSO) as Lead HSE Engineer.
• To assist the Project Manager & other project team members to achieve the project HSE objectives during execution.
• Support the department in establishing and updating procedures and standards.
• To train the subordinates and enhance the skills of HSE team members.
• Preparation/Review of various Safety Engineering deliverables such as
• Safety Concept/HSE Philosophy/Safety Design Basis/Fire Protection Philosophy/Loss Prevention Philosophy
• Fire & Explosion Risk analysis (FERA)
• Emergency System Survivability Analysis (ESSA)
• Escape, Evacuation and Rescue Analysis (EERA)
• Vent/Flare Radiation and Dispersion Study using PHAST/FLARESIM/FRED
• HSE Critical Equipment & Systems (HSECES) identification & performance standards/safety critical equipment Register
• ALARP (As Low As Reasonably Practicable)
• Design Risk Analysis (w.r.t-Dropped Object analysis, fire/explosion scenarios), LOPA
• Emergency Preparedness Analysis (EPA)
• Hazardous Area Classification (preparation of Hazardous Equipment schedules and Hazardous Area Classification Layouts)
• Ergonomic studies/Human Factors
• Escape Route Layout/Fire Fighting, Safety & Life Saving Equipment Layouts/Safety Sign Layout
• Fire Zone, Restricted Area, and Impacted Area
• Active Fire Protection Plans, Specification (fixed water/foam/water mist systems)/Portable Fire Extinguishers Layout/Fire Safety Assessment/Fire Protection analysis
• PIPENET-Hydraulic Calculations of fire water systems & Dispersion Modelling
• HSE reviews, HSE audits, etc. Covering engineering and similar HSE Engineering works
• P&IDs and PFD reviews
• Preparing/reviewing/updating of various documents prepared by third parties and other engineering disciplines on safety aspects.
