Job summary

Nirala World in Noida is seeking an experienced Senior Manager – Billing to oversee end-to-end billing, quantity verification and commercial documentation for large real estate projects. The role requires 15+ years in construction billing, rate analysis, BOQ, BBS and reconciliation, with solid knowledge of IS codes.

Qualifications

• B.E./B.Tech/Diploma in Civil Engineering is required.
• 15+ years of relevant experience in Billing/Quantity Surveying/Commercial functions.
• Experience with large residential/commercial real estate projects preferred.
• Strong knowledge of IS Code 1200, rate analysis and BOQ/RA Bills.

Responsibilities

• Oversee billing, verify contractor/vendor bills against BOQs and contracts.
• Verify quantities against actuals; ensure accurate payments to contractors.
• Prepare and review RA Bills, Final Bills and material reconciliation statements.
• Coordinate with Project, QS, Contracts, Procurement, Finance and Site teams for timely bill certification.
• Ensure billing complies with policies, contract terms and project requirements.
• Prepare periodic MIS and billing reports for management review.

About the Role

We are looking for an experienced Senior Manager – Billing to oversee billing, quantity verification, reconciliation, contractor/vendor payments and commercial documentation for our real estate projects. The ideal candidate should have strong experience in construction billing, rate analysis, BOQ, BBS, contracts and reconciliation, with sound knowledge of applicable IS Codes.

Key Responsibilities

• Control, review and verify contractor/vendor bills to ensure accuracy and compliance with approved BOQs, work orders and contractual terms.
• Verify billed quantities against actual executed quantities and ensure accurate quantities are considered for payments to SC/PRW/contractors .
• Verify billed quantities vs. quantities paid to identify discrepancies and prevent overbilling.
• Ensure timely reconciliation of materials received, consumed and accounted for at project sites.
• Prepare and review RA Bills, Final Bills, Material Reconciliation Statements and Quantity Reconciliation Statements .
• Verify measurements, MBs, site records and supporting documents before processing bills.
• Coordinate with Project, QS, Contracts, Procurement, Finance and Site teams for timely bill certification and payment processing.
• Prepare and formulate work orders and contracts , including quantities, rates, scope of work, terms and conditions.
• Review BOQ, rate analysis, deviations, extra items and variation statements .
• Ensure proper documentation and approval of extra items, substituted items and deviation statements .
• Monitor contractual provisions related to billing, recoveries, deductions, retention, advances, security deposits and other commercial terms.
• Conduct regular reconciliation of contractor accounts, material consumption and project quantities .
• Support project teams in resolving billing and commercial disputes with contractors/vendors.
• Ensure billing activities are carried out in accordance with company policies, project requirements and approved contractual terms.
• Prepare periodic MIS and billing reports for management review.

Technical Knowledge & Skills

• Strong knowledge of IS Code 1200 – Method of Measurement of Building and Civil Engineering Works .
• Good knowledge of Bar Bending Schedule (BBS) and quantity take-off.
• Strong understanding of Rate Analysis for civil, finishing and other construction works.
• Good knowledge of BOQ, RA Bills, Final Bills, Measurement Books (MB), Quantity Surveying and Material Reconciliation .
• Understanding of construction contracts, work orders, billing terms and commercial clauses .
• Strong knowledge of quantity verification and reconciliation .
• Proficiency in MS Excel and construction billing/ERP software.
• Strong analytical, coordination and negotiation skills.

Qualification

• B.E./B.Tech/Diploma in Civil Engineering from a recognized institution.

Candidate Profile

• 15+ years of relevant experience in Billing / Quantity Surveying / Commercial functions, preferably with reputed Real Estate or Construction companies . Should have hands‑on experience in handling large‑scale residential/commercial real estate projects . Strong understanding of construction processes and commercial controls . Should be capable of independently managing billing and reconciliation activities . Strong attention to detail with the ability to identify discrepancies in quantities, rates and contractor claims.
