Qualifications

Job Purpose

The Billing & Quantity Surveying Engineer will manage project cost estimation, measurement verification, client billing, subcontractor bill certification, and material reconciliation for industrial civil and structural steel projects (factories, warehouses, process plants, and PEB structures). This role ensures project profitability by controlling costs, tracking variation orders, and maintaining cash flow precision.

Key Responsibilities & Duties

1. Client Billing & Quantity Take-Off

• Extract accurate Quantities (MTO/BOQ) from structural steel, PEB, civil, and architectural drawings.
• Prepare, submit, and track monthly Client Running Account (RA) Bills in accordance with contractual Bill of Quantities (BOQ) rates and payment milestones.
• Conduct joint site measurements with Client/Consultant engineers for work execution approval and sign-offs.
• Identify, prepare, and justify Extra Work Claims / Variation Orders (VO) beyond the original project scope.

2. Subcontractor Management & Bill Certification

• Measure and verify work done by site subcontractors (e.g., civil contractors, steel fabrication/erection gangs, cladding contractors).
• Process and certify Subcontractor RA Bills after cross-checking against agreed piece-rates, quality approvals, and actual site progress.
• Ensure accurate deductions for safety penalties, advance recoveries, material wastage, and retention money.

3. Material Reconciliation & Cost Control

• Perform monthly Material Reconciliation for critical free-issue or procured raw materials (Structural Steel Plates, TMT Bars, Cement, Roofing Sheets, Fasteners).
• Monitor actual material consumption against theoretical estimates to prevent over-consumption and theft.
• Assist in preparing monthly Cost-to-Complete reports and budget variance analyses for management.

4. Contract Administration & Rate Analysis

• Analyze Bill of Quantities (BOQ), tender items, and contract conditions (FIDIC / CPWD / Custom Industrial Contracts).
• Carry out Rate Analysis for new non-BOQ items based on market labor rates, equipment hire, and raw material costs.
• Maintain complete documentation of certified bills, joint measurement sheets (JMS), revision registers, and approval records for audit purposes.

Required Qualifications & Education

• Education: B.E. / B.Tech or Diploma in Civil Engineering or Mechanical Engineering (Mechanical background preferred if structural steel/PEB focus).
• Experience: Minimum [X] years of dedicated experience in billing, quantity surveying, and estimation for industrial structures, factories, or PEB/steel buildings.

Technical Skills & Tool Proficiency

• Estimation & Software Tools:
  
  • Advanced proficiency in Microsoft Excel (formulas, pivot tables, joint measurement sheet macros).
  • Hands-on knowledge of AutoCAD (for taking off measurements directly from drawings/GA layouts).
  • Working knowledge of ERP systems (e.g., SAP, Primavera, or custom billing software) is a strong advantage.
• Domain Knowledge:
  
  • Deep understanding of IS Codes for measurement (e.g., IS 1200) and standard measurement norms for structural steel fabrication and erection (tonnage basis, surface area painting, sq. m cladding).
  • Strong contract management capabilities (reconciliation procedures, variation clauses, escalation formulas).
