Key Responsibilities
Programme Management & Implementation
- Lead programme management support for the MNRE Project Management Unit (PMU) under the National Green Hydrogen Mission (NGHM), ensuring effective planning, coordination, monitoring, and timely delivery of programme objectives.
- Develop work plans, monitor implementation progress, track key milestones, and facilitate coordination among internal teams and external stakeholders.
- Ensure high-quality execution of programme activities while supporting continuous improvement and effective project governance.
Strategic Advisory & Market Intelligence
- Provide strategic advisory support to the Ministry of New and Renewable Energy (MNRE) on hydrogen market development, industry trends, investment opportunities, and emerging business models.
- Conduct comprehensive market research, analyse industry developments, and prepare reports, briefing notes, presentations, and decision-support documents for senior leadership.
- Monitor global and domestic advancements in hydrogen technologies, policies, and commercial ecosystems to support informed decision-making.
Technical & Commercial Support
- Provide technical expertise across the hydrogen value chain, including hydrogen production, storage, transportation, handling, utilization, safety standards, and programme design.
- Support the development and review of project implementation frameworks, commercial models, procurement strategies, contract structures, bidding guidelines, and execution mechanisms.
- Evaluate project proposals and recommend practical solutions to enhance programme effectiveness and market adoption.
Policy, Regulatory & Commercial Analysis
- Assess policy, regulatory, taxation, customs, trade, and incentive frameworks related to hydrogen and other low-carbon fuels.
- Analyse the commercial, financial, and regulatory implications of proposed policies and identify opportunities to strengthen the hydrogen ecosystem.
- Develop actionable recommendations to support policy implementation and improve the investment environment for clean hydrogen projects.
Stakeholder Engagement & Coordination
- Facilitate collaboration with government ministries, regulatory authorities, industry associations, technology providers, project developers, investors, financial institutions, and other key stakeholders.
- Organize consultations, workshops, technical discussions, and stakeholder engagement activities to support programme implementation and policy development.
- Promote effective communication and alignment among stakeholders to accelerate the deployment of hydrogen initiatives.
Required Experience & Expertise
- Minimum 15 years of relevant professional experience in hydrogen, energy, infrastructure, consulting, project implementation, public policy, regulation, or related sectors.
- Strong industry experience and in-depth technical knowledge of hydrogen production, storage, transportation, handling, safety, and end-use applications.
- Proven experience in project implementation, contract management, procurement, competitive bidding, commercial structuring, and regulatory compliance.
- Comprehensive understanding of hydrogen markets, low-carbon fuels, energy transition strategies, commercial drivers, policy frameworks, and regulatory environments.
Skills & Qualifications
- Excellent programme management, stakeholder engagement, analytical, communication, facilitation, and presentation skills.
- Demonstrated ability to prepare high-quality market assessments, industry reports, policy briefs, proposals, implementation plans, dashboards, bidding documents, contract frameworks, and executive-level presentations.
- Strong capability to interpret complex technical, commercial, financial, regulatory, taxation, and trade-related information and translate it into practical, actionable recommendations.
- Master’s degree in Engineering, Energy, Economics, Public Policy, Management, or an MBA from a reputed institution.
- Willingness to work from the MNRE office location and undertake travel for stakeholder meetings, workshops, consultations, project reviews, and site visits as required.
