Key Responsibilities
- Process end-to-end W-2 payroll on a weekly, bi-weekly, or semi-monthly basis for all employees.
- Calculate and apply prevailing wage rates, including base pay and fringe benefits, in accordance with the Davis-Bacon Act and applicable state prevailing wage laws.
- Prepare, review, and submit certified payroll reports (e.g., Form WH-347) for public works and government-funded projects.
- Maintain compliance with federal, state, and local wage laws, including overtime, multiple work classifications, and shift differentials.
- Reconcile payroll data, verify timesheets, and ensure correct labor coding by project and job classification.
- Manage payroll deductions, garnishments, benefits contributions, and tax withholdings.
- Prepare and file payroll tax filings and respond to wage audits or labor compliance inquiries.
- Maintain accurate employee records, including new hires, terminations, and rate changes.
- Generate payroll reports for management, project teams, and auditors as needed.
- Stay current on changes to prevailing wage determinations and payroll regulations.
Skills, Knowledge and Expertise
- Associate or bachelor's degree in accounting, finance, or a related field preferred.
- Minimum 1 year of experience processing W-2 payroll at a U.S.-based company (required).
- Hands-on experience with prevailing wage and/or certified payroll reporting.
- Working knowledge of the Davis-Bacon Act and state prevailing wage requirements.
- Familiarity with federal, state, and local payroll tax regulations.
- Experience in construction, government contracting, or public works industries.
- Familiarity with LCPtracker, eMars, or similar certified payroll platforms.
- FPC or CPP certification (Fundamental Payroll Certification / Certified Payroll Professional).
- Experience with multi-state payroll and union / prevailing wage fringe benefit reporting.
