Job Summary

Vidysea Education Pvt. Ltd. is looking for an experienced and proactive Manager - Government Relations & Tendering who can work closely with Central and State Government departments, PSUs, government agencies, educational bodies, skill development organizations and other public-sector institutions.


The ideal candidate should have hands-on experience in government tendering, e-procurement, bid management, liaison and stakeholder coordination. The role will be responsible for identifying relevant government opportunities, managing the complete tender lifecycle, coordinating with government officials and internal teams, and supporting successful execution of awarded projects.


The candidate should be comfortable independently managing government portals, documentation, meetings, follow-ups, compliance requirements and commercial coordination.


Key Responsibilities
Government Relations & Liaison
  • Build and maintain professional relationships with officials across Central Government, State Government, PSUs, government agencies, educational institutions and skill development bodies.
  • Coordinate regularly with concerned government officials for meetings, proposals, empanelments, tenders, project approvals and ongoing assignments.
  • Represent the organization in meetings with government departments and institutional stakeholders.
  • Follow up with departments regarding submitted proposals, tenders, approvals, work orders, payments and project-related matters.
  • Identify appropriate decision-makers and stakeholders within government organizations and develop long-term institutional relationships.
  • Coordinate participation in government meetings, conferences, workshops, pre-bid meetings and industry consultations.
Tender Identification & Opportunity Tracking
  • Regularly monitor and identify relevant opportunities through GeM, CPPP, Central and State e-procurement portals, TenderWizard and other government tender platforms.
  • Evaluate tenders, RFPs, EOIs, RFQs and empanelment opportunities based on the Company's eligibility, capabilities and commercial viability.
  • Maintain a comprehensive Government Tender & Opportunity Tracker covering:
  • Tender/RFP name
  • Department/Authority
  • Tender value
  • Eligibility criteria
  • Submission deadline
  • EMD/Tender fee
  • Pre-bid meeting
  • Technical and financial requirements
  • Current status
  • Result/award status
  • Highlight relevant opportunities to management with a clear recommendation on whether to participate.
End-to-End Tender Management
  • Manage the complete tendering process from opportunity identification through final submission.
  • Thoroughly review tender documents, eligibility criteria, scope of work, technical specifications and commercial conditions.
  • Prepare and compile:
    • Technical bids
    • Financial bids
    • Company credentials
    • Experience documents
    • Project references
    • Undertakings and declarations
    • Power of Attorney/Authorisation documents
    • Turnover and financial documents
    • CA/CS certificates
    • OEM/partner authorisations wherever applicable
  • Coordinate with Finance, Legal, Operations, Sales, Technology and Management for required documentation and approvals.
  • Ensure that all tender documents are accurate, complete and submitted within prescribed timelines.
  • Manage online and offline submission requirements.
  • Handle tender fees, EMD, Performance Bank Guarantees, Security Deposits and other bid-related financial documentation in coordination with the Finance team.
Pre-Bid & Post-Bid Coordination
  • Participate in and coordinate pre-bid meetings and prepare clarification questions wherever required.
  • Track corrigenda, amendments, extensions and responses issued by the tendering authority.
  • Coordinate responses to technical clarifications or additional documents requested after bid submission.
  • Track technical evaluation, financial evaluation and final tender results.
  • Maintain proper documentation and records of every tender submitted.
Government Proposals & Empanelments
  • Identify opportunities for direct government partnerships, empanelments, pilot projects and institutional collaborations beyond formal tenders.
  • Prepare proposals, concept notes, presentations and Expressions of Interest for government organizations.
  • Manage empanelment applications with relevant government bodies and institutions.
  • Coordinate for registration of the Company on new government procurement and vendor platforms.
Post-Award Project Coordination
  • Support the transition from tender award to project implementation.
  • Coordinate receipt and review of:
    • Letter of Intent
    • Work Order
    • Purchase Order
    • Agreements/MoUs
    • Project timelines
  • Work closely with the internal Operations team to
