Job Description
- 1. Contractor & Vendor Billing Management:- Reviewing and certifying contractor RA (Running Account) Bills and final bills.- Verifying work quantities against approved Bills of Quantities (BOQ), drawings, work orders, and contracts.- Coordinating with Project Managers, Site Engineers, QS teams, and Consultants for bill certification.- Ensuring proper deduction of retention money, advances, recoveries, taxes, and penalties.- Processing contractor and vendor payments within agreed timelines.- Resolving billing disputes and discrepancies with contractors and suppliers- Coordinating with various departments such as finance and store for streamlining the bill processing in INFOR.-Conducting quarterly vendor evaluation.-Managing base rate calculations and material recovery process.-Managing end-to-end bill tracking.
- 2. Cost Monitoring and Value Engineering:- Monitoring project budgets and expenditures against approved cost plans.- Analyzing cost variances and recommending corrective actions.- Maintaining records of approved variations, extra items, and change orders.- Supporting project cost forecasting and cash flow planning.- Tracking commitments, liabilities, and pending certifications- Monitoring project costs and implementing cost control measures to ensure projects remain within budget.- Presenting billing status, cash flow forecasts, and budget utilization reports to management.
- 3. Billing and Technical Auditing:- Carrying out technical audit of vendor bills for Real Estate Project Development (RE-PD) projects.- Standardizing & ensuring completeness of the checklists and required documents during billing approval process. Sorting out the certification issues faced during billing and payment.- Tracking Billing cycle and Maintaining Billing Tracker for cost booking through the certified bills- Cross checking and verifying the change order and unbilled quantity. Review of material reconciliation, Basic Rate Recovery and tracking.- Resolving Billing related issues in internal Audits- Ensuring compliance with GST, TDS, RERA, and other applicable regulations.- Coordinating internal and external audits.
- 4. Quantity Verification & Commercial Controls- Verifying quantities executed at site through coordination with Quantity Surveyors and Project Teams.- Ensuring billing compliance with contractual terms and approved BOQs.- Monitoring project commercial risks and recommend mitigation measures.- Maintaining complete documentation for audits and management reviews.- Developing and maintaining comprehensive project documentation and records.
- 5. Contract Administration:- Reviewing construction contracts, work orders, and subcontract agreements.- Ensuring billing processes comply with contractual conditions.- Administering change orders, variation orders, and claims.- Supporting contract closeout and final settlement activities.

Qualification Details
Essential Qualification :
Degree in Civil Engineering
Preferred Qualification :
Post Graduate Diploma in Construction Management/ Finance./MRICS / Quantity Surveying Certification
Experience Details
Essential Experience :
10 years of work experience for Degree in Civil Engineering.
Preferred Experience :
Preferable experience in residential and commercial projects

Essential : Skills- Expertise in BOQ preparation and verification.- Proficiency in AutoCAD drawings interpretation.- Strong Negotiation Skills and Analytical Thinking.- Experience with ERP systems such as SAP, Oracle, Microsoft Dynamics, INFOR, or Real Estate ERP platforms.- Advanced Microsoft Excel and MIS reporting skillsKnowledge- Knowledge of construction contracts and project commercial management.- Knowledge of GST, TDS, and statutory deductions.Preferred : -
