Monitoring & Evaluation Officer Responsibilities
1. Data Management & Quality Assurance
  • Compile, validate, and submit monthly/quarterly/annual reports in line with Global Fund reporting formats.
  • Conduct regular data quality checks (DQA) using standardized tools to ensure accuracy, completeness, and timeliness during the submission of reports.
  • Coordinate, support and facilitate on‑site data validation (OSDV) visits, including triangulation with State, ART centres, ICTCs, and facility registers to their respective SR partners along with the SSR visit.
  • Ensure 100% usage of SOCH Application at SSR level.
2. Reporting & Donor Compliance
  • Ensure adherence to donor‑defined compliance standards, reporting formats, and indicator definitions.
  • Support timely submission of reports to PR and donor systems (e.g., NACO or CCM meeting).
  • Maintain documentation for data audits, program reviews, and grant performance assessments.
  • Contribute to the development and revision of M&E guidelines, SOPs, and indicator manuals for the project.
  • Provide inputs into national and state‑level frameworks ensuring alignment with SSHAKTI priorities and Global Fund results framework.
4. Support for Research & Strategic Frameworks
  • Providing data sets and analysis.
  • Drafting or reviewing log frames, M&E frameworks, theories of change, and project milestones.
  • Coordinating with implementing partners and technical teams on research planning and ethical approvals.
5. Data Analysis & Use
  • Analyze program data to generate trends, insights, and evidence‑based recommendations for program improvement.
  • Develop and maintain dashboards or data visualization tools for internal reviews and decision‑making for their respective states or clusters.
  • Present findings at review meetings, donor visits, or technical working groups as required.
6. Innovation & Tech in M&E
  • Identify and implement technology‑based innovations in data collection, analysis, and reporting (e.g., use of mobile apps, Power BI, DHIS2).
  • Support MIS/tools development aligned with field realities and user capacities.
  • Provide M&E support to SR for strategy planning, gap identification, and micro‑level data use.
  • Coordinate with partners for data harmonization, indicator alignment, and cross‑site learning.
  • Act as a data focal point for assigned SR partners or implementation state.
8. Stakeholder Engagement & Capacity Building
  • Liaise with key stakeholders including SACS, SR, ART Centers, ICTCs, TI NGOs, CSCs, and other government departments.
  • Build capacity of field staff (e.g., SR Staff, CLHs, PC and SR staff, cluster leads) on data collection, CRF documentation, line‑listing, and other MIS tools.
  • Weekly/monthly data audit meetings and reviews the SR data.
  • Ensure regular meetings with program team is scheduled and presented the findings of their states.
9. Data Support to Program Teams
  • Provide real‑time data and evidence inputs to program teams for course correction and activity planning.
  • Support thematic reviews (HIV‑TB, KP engagement, VL uptake, etc.) with relevant indicators and analysis.

Bachelor's degree in public health, statistics, population studies, Social Science or a related field with 3–5 years of experience.
