Job summary

Hlfppt is seeking a skilled Monitoring and Evaluation (M&E) professional to strengthen data systems, manage MIS indicators, and support Sub-Recipients. You will collect, validate, and analyze program data, prepare timely reports, and build capacity of CSC staff, with travel across project sites.

Your responsibilities include coordinating with state partners, ensuring donor compliance, and implementing capacity-building plans to improve program outcomes.

Qualifications

  • Degree in Social Science, Economics, Statistics, Population Studies (Demography), public health or development field (or equivalent).
  • At least 2 to 5 years of relevant monitoring and evaluation experience in the development sector.
  • Experience in the public health sector especially HIV/AIDS/ Tuberculosis will be an added advantage for selection besides qualification.
  • Strong knowledge of Monitoring, Evaluation, and Management Information Systems (MIS).
  • Proficiency in data collection, validation, analysis, and reporting.
  • Experience with SOCH Application
  • Good understanding of HIV/AIDS programs and National AIDS Control Programme (NACP).
  • Proficiency in Microsoft Excel, Word, PowerPoint, and data management tools.
  • Strong analytical and problem-solving skills.
  • Ability to conduct field monitoring, data quality assessments, and supportive supervision.
  • Experience in planning and delivering training and capacity-building programs.
  • Strong communication, coordination, and stakeholder management skills.
  • Ability to work independently and manage multiple priorities under deadlines.
  • Willingness to travel extensively to project locations.

Responsibilities

  • Support the development and implementation of Monitoring & Evaluation (M&E) plans for Sub-Recipients (SRs) and Sub-Sub Recipients (SSRs).
  • Collect, compile, analyze, and review program data from SSRs to ensure data quality, accuracy, and timely feedback.
  • Coordinate with State AIDS Control Societies, DAPCU, and other stakeholders to facilitate data sharing and program monitoring.
  • Ensure timely submission of monthly, quarterly, and other periodic reports.
  • Develop and strengthen monitoring tools, reporting formats, and data management systems for SRs and state-level partners.
  • Maintain and manage MIS data and program indicators, conduct periodic data analysis, and generate reports to support evidence-based program planning and decision-making.
  • Support the implementation and effective utilization of the online SOCH application and other digital reporting platforms.
  • Assist SSRs in establishing and strengthening systems to ensure donor compliance and reporting requirements.
  • Conduct regular field monitoring visits to validate reported data, improve data quality, and provide on-site technical support to CSC staff.
  • Build the capacity of community staff on data collection tools, reporting procedures, and M&E methodologies through training and supportive supervision.
  • Develop and implement capacity-building plans for CSC 2.0 staff and Community Champions.
  • Plan, coordinate, monitor, and evaluate training programs using pre/post assessments, feedback mechanisms, and training evaluation tools.
  • Coordinate with internal teams and external stakeholders to organize and facilitate training programs and workshops.
  • Support cascade training initiatives by effectively utilizing the project resource pool and master trainers.
  • Maintain comprehensive training records, documentation, and reports, and share them with the Programme Manager.
  • Perform any other programmatic, M&E, or capacity-building responsibilities assigned by the Reporting Manager.
