Purpose/Objective
The role is responsible for overseeing quantity surveying, cost estimation, billing verification, and financial reconciliation for civil and MEPF service-related projects.
This role ensures cost control, contract compliance, and timely certification of contractor invoices while optimizing financial planning and project execution.
Key Responsibilities of Role
- QSE Billing Manager Cost Estimation & Financial Forecasting: Review and validate quantity estimates, work progress, and certified works for Cost to Complete (CTC) reports and financial forecasting.
- Analyze budget utilization, cost variations, and work progress to ensure financial control and accurate project reporting.
- Tendering, Contracting, and Documentation: Ensure contract compliance in all tendering and contracting processes.
- Review work order amendments due to quantity variations and extra items, ensuring necessary documentation is provided.
- Oversee rate analysis for extra items and support in the settlement of contractor claims.
- Billing & Certification: Supervise the verification of contractor invoices for measurement accuracy, quantities, and rates as per contract terms.
- Approve contractor payments after thorough compliance checks and initiate debit notes where applicable.
- Track and reconcile on-site material quantities and costs, ensuring alignment with project specifications and budgets.
- Quantity Surveying & Project Coordination: Oversee quantity takeoff (QTO) and measurement sheet preparation for civil and MEPF services.
- Ensure optimal material utilization and cost control to avoid budget overruns.
- Conduct site visits to validate contractor bills, assess work progress, and ensure compliance with BOQs and contract terms.
- Review and approve Bar Bending Schedules (BBS) and quantity takeoff from Good for Construction (GFC) drawings.
- Financial Verification & Reconciliation: Verify project bills against work order terms, BOQs, and site conditions, ensuring financial accuracy.
- Prepare monthly reconciliation statements for material usage, tracking deviations from budgeted projections.
- Conduct measurement checks and audits to validate completed work and process payments accordingly.

- Tech in Civil Engineering Work Experience (Range of years): 15+ Years Preferred Industry: experience in Quantity Surveying within real estate, infrastructure, or construction services.
