As Head of License Management Tools and Support, you lead the global technology, data, operational services and transformation capabilities that enable effective Software License Management at Siemens Energy.
As Head of License Management Tools and Support, you lead the global technology, data, operational services and transformation capabilities that enable effective Software License Management at Siemens Energy. You are responsible for the strategic direction and reliable operation of the License Management technology landscape, including Software Asset Management and SaaS Management platforms, engineering license-server services, license data, automation, reporting, license administration, and operational support processes. A key part of your role is to define and execute the future License Management tooling strategy. You will modernize the current landscape to address existing capability gaps and prepare Siemens Energy for fundamental changes in software consumption and licensing. These include the transition from traditional user- and device-based licenses toward token-, credit-, capacity-, transaction-, and AI-consumption-based commercial models. You lead a globally distributed team of approximately 8–10 experienced professionals located across India, Romania, Germany, and other countries. You establish clear global ownership, service standards, technical direction, backup coverage, and effective collaboration across organizational and cultural boundaries. You work closely with License Management, Procurement, Contract Management, Application Management, Infrastructure, Cybersecurity, Finance, Legal, Service Owners, and strategic technology providers. You also act as deputy to the Head of License Management and must be able to represent the overall function in management discussions, governance bodies, escalations, and strategic initiatives.
- Define and execute the global License Management technology strategy, including the target architecture, capability roadmap, sourcing approach, integration model, and modernization priorities for License Management tools and services.
- Prepare the organization for emerging software consumption models, including token-, credit-, capacity-, transaction-, and AI-consumption-based licensing. Establish the data, metering, forecasting, allocation, reporting, and control capabilities required to govern these models.
- Modernize the current SAM and License Management platform landscape, addressing capability gaps across the portfolio
- Own the global engineering license-service landscape, including complex license-server environments, concurrent licensing technologies, service dependencies, capacity planning, monitoring, resilience, lifecycle management, and technical risk reduction.
- Ensure stability and continuous improvement of License Management services, including SAM platforms, license-metering solutions, license administration, operational workflows, software request processes, integrations, reporting, and second-level support.
- Translate License Management strategy into technical and operational capabilities, ensuring that the tooling landscape supports compliance, audit readiness, cost optimization, contract negotiations, demand forecasting, and management decision-making.
- Lead platform selection and transformation initiatives, including requirements definition, business-case preparation, architecture alignment, provider evaluation, implementation, data migration, process redesign, and organizational adoption.
- Drive automation and system integration across License Management, procurement, IT service management, identity management, application management, finance and relevant supplier platforms.
- Lead and develop a global team of 8–10 experienced professionals, creating clear accountabilities, common delivery standards, effective collaboration, service continuity, and professional development across locations.
- Manage strategic providers and service partners, ensuring clear deliverables, measurable service levels, controlled costs, appropriate technical capabilities, and reduced dependency on individual suppliers or experts.
- Act as deputy to the Head of License Management, representing the overall function when required and supporting strategic supplier discussions, governance decisions, risk assessments, transformation priorities, and senior management communication.
- A university degree in Information Technology, Computer Science, Engineering, Business Information Systems, Business Administration, or a comparable discipline.
- 15+ years of total experience with at least 4+ years of leadership experience in a complex, international organization, including responsibility for globally distributed teams and experienced technical professionals.
- Lead and develop a globally distributed team expected to grow to approximately 8–10 professionals.
- Proven experience in defining and executing technology, platform or service strategies for Software Asset Management, License Management, IT Asset Management, FinOps, engineering applications, or comparable enterprise functions.
- Strong experience with SAM, SaaS Management, license-metering, and IT service management platforms. Experience with solutions such as Flexera, OpenLM, ServiceNow, SAP License Management tools, or comparable technologies is desirable.
- Strong knowledge of complex engineering software environments, including concurrent licensing, license managers, distributed license-server architectures, capacity management, monitoring, resilience, vendor dependencies, and service continuity.
- Practical experience with enterprise software, SaaS, cloud, SAP, engineering software, and emerging AI-related commercial and consumption models.
- The ability to connect technical consumption data with contractual rights, commercial commitments, compliance requirements, demand forecasts, and cost optimization opportunities.
- Strong stakeholder-management and communication skills, with the confidence to challenge established solutions, align competing requirements, and communicate effectively with senior management and technical experts.
- Excellent written and spoken English and the ability to lead effectively across countries, cultures, functions, and time zones.

The Tools and Support team provides the operational and technical foundation for License Management. It is responsible for License Administration, second-level support, software request workflows, SAM tools, license data, reporting, automation and engineering license services. Tools and Support works closely with the License Management team, which owns software strategy, supplier and contract positioning, license interpretation, compliance governance, audit response and cost optimization.
