Job summary

Lead the project billing function across multiple real estate projects, ensuring accuracy against BOQs, contracts, and approved rates. You will certify RA Bills and final bills, coordinate with cross-functional teams, and drive final account settlement and billing closure to support financial targets.

Responsibilities include monitoring billing progress, reviewing site measurements, evaluating variation orders, and resolving disputes with contractors in coordination with Commercial teams.

• Lead the overall project billing function across multiple real estate projects.
• Review and certify RA Bills, final bills, extra items, deviations, variations, and claims.
• Ensure billing accuracy against approved BOQs, work orders, contracts, and agreed rates.
• Coordinate closely with Project, QS, Commercial, Finance, Planning, Procurement, and Site teams.
• Monitor project-wise certified billing, outstanding bills, retention, advances, recoveries, and deductions.
• Review site measurements, quantity reconciliation, and supporting documents submitted by contractors.
• Evaluate variation orders, rate analysis, extra/substituted items, and contractor claims.
• Identify billing leakages, overbilling, commercial risks, and ensure timely corrective actions.
• Review monthly billing MIS, forecasts, and management reports.
• Monitor billing progress against project budgets and execution progress.
• Resolve billing and commercial disputes with contractors and subcontractors in coordination with the Contracts/Commercial team.
• Drive final account settlement and billing closure before project completion and handover.
• Lead, mentor, and develop the billing/QS team across projects.
• Ensure timely submission and certification of bills to support project cash flow and financial targets.
• Provide regular updates to senior management on billing performance, pending issues, recoveries, and commercial risks.
