Job summary

Turner invites applications for a Contracts Expert based in Delhi Project Site / Office. The ideal candidate will have 10+ years of experience in Contracts Management within PMC/Construction sectors and a B.Tech/B.E. in Civil Engineering.

The role covers client reviews, invoice processing, variations, and tender evaluation across large infrastructure projects. The position demands strong leadership, ownership of contract processes, and robust commercial decision-making.

Qualifications

• B.Tech/B.E. in Civil Engineering (Postgraduate qualification in Construction Management or Contracts Management preferred).

Responsibilities

• The Contract Expert shall conduct regular reviews with the client, cost consultant, design consultants, and contractors to follow up on cost issues. Weekly cost reports shall be published by the cost consultant following guidelines established by the Contract Manager. The reports shall include cost to completion against budget, variance reports, trends, cash flow programs, contingency status, and forecasts and will be reviewed by the Contract Manager for compliance with the established guidelines.
• The Contract Expert shall oversee the processing and approval of invoice payments for all consultants and contractors of the Client and shall maintain register of payments. The Contract Expert shall check the payment statement at Substantial Completion, Final Statement and Final Accounts submitted by the consultants and / or contractors, adjusting as necessary and making recommendations to the Client according to the respective terms of their contract.
• The Contract Expert shall monitor the establishment of value of variations, obtaining the approval of the Client and working towards achieving agreement with the consultants and/or contractors. The Contract Expert shall also maintain register of variations, both issued and under consideration, including details of approval status and estimated or agreed cost.
• Based on the advice of the other consultants, the Contract Expert will notify the Client on the technical implications and the effect on the approved budget or cost plan where changes in the scope or specification are under consideration. The Contract Expert shall also notify the Client of the effect of such changes on the program.
• The Contract Expert shall coordinate and monitor the contract change order process and shall arrange for the consultants to furnish the Client with all necessary substantiation of proposed variation orders in order to obtain timely approval. The Contract Expert shall also oversee that the consultants provide advice together with recommendations in a timely manner, in relation to variations submitted by the contractors under the construction contracts.
• All contemplated variations shall be evaluated, analyzed, and reviewed by the Contract Expert in collaboration with the concerned consultants for cost and time impact to identify the extent of financial exposure.
• Upon the request of the Client, the Contract Expert shall assist in the tender evaluation process.

Candidate Profile

• B.Tech/B.E. in Civil Engineering (Postgraduate qualification in Construction Management or Contracts Management preferred).
• 10+ years of experience in Contracts Management, Commercial Management, Quantity Surveying, or Contract Administration within PMC, Construction Management, EPC, or Infrastructure organizations.
• Hands-on experience managing contracts for large-scale building and infrastructure projects.
• Demonstrated experience in contract negotiations, claims management, commercial reporting, and dispute avoidance/resolution.
• Strong leadership, stakeholder management, and commercial decision-making capabilities.
