Melhor Group, a fast-growing luxury real estate developer based in Anjuna, North Goa, seeks an experienced Billing Engineer to manage project billing, quantity measurement, contractor billing, estimation, and cost-related documentation.

The role is on-site in Anjuna and requires 5–10 years of experience in billing, quantity surveying, and cost control on large residential, villa, hotel, or mixed-use projects.

Qualifications

• Experience in billing, quantity surveying, estimation, or cost control on large-scale construction projects.
• Strong knowledge of RA Bills, BOQ, measurements, and contractor billing.
• Ability to prepare and check bills and manage cost documentation.

Responsibilities

• Prepare and verify RA Bills for contractors and subcontractors.
• Conduct site measurements and verify quantities of work executed.
• Prepare quantity take-offs and estimates from drawings, BOQs, and specifications.
• Verify contractor bills against BOQ, work orders, drawings, and measurements.
• Maintain Measurement Sheets, Abstract Sheets, and Billing Statements.
• Monitor quantities against approved BOQ quantities.
• Document variations, deviations and additional works.
• Prepare rate analyses for extra and non-BOQ items.
• Coordinate with site engineers, PMs, QS, contractors, consultants, and architects on billing issues.
• Check and validate contractor claims and supporting documents.
• Maintain records of certified quantities, deductions, advances, and payments.
• Assist in project cost control and budget monitoring.
• Track material consumption and quantity reconciliation.
• Prepare monthly billing and cost reports for management.

We are looking for an experienced Billing Engineer to manage project billing, quantity measurement, contractor billing, estimation, and cost-related documentation.

Current Projects Under Execution

1. Melhor 120 Units
Delivery planned in the next 34 months, with fast-track finishing coordination underway.

2. Hotel Project 120 Keys
Construction expected to begin post-rainy season, with planning and coordination commencing during the monsoon.

3. Mistura – 6 Luxury Villas
Structural work is partially completed, with execution currently ongoing.

4. Mirante – The Landmark of Anjuna
One of the largest projects in North Goa, featuring luxury apartments and commercial units. Basement and structural work are currently in progress.

Role Overview

Location: On site, Anjuna, North Goa

Experience required: 5–10 Years

We are seeking a detail-oriented and experienced Billing Engineer with strong knowledge of construction billing, quantity surveying, estimation, and cost control.

The candidate will be responsible for accurately measuring executed work, preparing and verifying contractor bills, managing BOQs, tracking variations, and coordinating with project and commercial teams to ensure effective cost management.

Key Responsibilities

• Prepare and verify RA Bills (Running Account Bills) for contractors and subcontractors.
• Conduct site measurements and verify quantities of work executed.
• Prepare detailed quantity take-offs and estimates based on drawings, BOQs, and specifications.
• Verify contractor bills against approved BOQ, work orders, drawings, and actual site measurements.
• Prepare and maintain Measurement Sheets, Abstract Sheets, and Billing Statements.
• Monitor quantities executed against approved BOQ quantities.
• Identify and document variations, deviations, extra items, and additional works.
• Prepare rate analysis for extra and non-BOQ items.
• Coordinate with Site Engineers, Project Managers, QS, contractors, consultants, and architects regarding billing and measurement issues.
• Check and validate contractor claims and supporting documents.
• Maintain records of certified quantities, deductions, advances, recoveries, and payments.
• Assist in project cost control and budget monitoring.
• Track material consumption and quantity reconciliation wherever required.
• Prepare monthly billing and cost reports for management review.
• Ensure accurate documentation of work orders, contractor agreements, bills, measurements, and payment records.
• Coordinate with the Accounts/Finance team for timely processing of certified bills.
• Support the Project Manager and management team with cost-related analysis and commercial reports.
• Ensure billing is carried out in accordance with contractual terms, project specifications, and company policies.

Required Qualifications & Experience

• Bachelor’s/Diploma in Civil Engineering or a related field.
• 5–10 years of relevant experience in billing, quantity surveying, estimation, or commercial functions.
• Experience in real estate, residential, hotel, villa, or large-scale construction projects.
• Strong knowledge of BOQ, quantity estimation, rate analysis, measurements, and contractor billing.
• Hands-on experience in preparing and checking RA Bills.
• Good understanding of civil, structural, finishing, and MEP-related billing.
