Job Summary
The Associate Manager / Manager – Technical Bid is responsible for leading end-to-end technical bid activities for railway EPC and signalling projects, including Automatic Block Signalling (ABS), MSDAC, Electronic Interlocking (EI), and related S&T systems.
The role involves detailed analysis of tender documents, preparation of compliant and optimized technical proposals, coordination with cross-functional teams, and ensuring timely and high-quality bid submissions aligned with RDSO / Indian Railways standards.
This position requires strong technical expertise in railway signalling along with bid management, stakeholder coordination, and commercial awareness.
1. Tender Analysis & Technical Evaluation
- Analyze tender documents including drawings, BOQs, specifications, and contractual conditions
- Interpret and ensure compliance with:
- RDSO guidelines
- Indian Railways / CORE standards
- Project-specific technical requirements
- Identify key risks, deviations, and technical challenges in tender scope
2. Technical Bid Preparation
- Lead preparation of technical proposals, method statements, and compliance matrices
- Review and develop signalling schemes including:
- SIP (Signal Interlocking Plan)
- Interlocking concepts and control philosophies
- System architecture for EI / ABS / MSDAC projects
- Ensure completeness and accuracy of all technical submissions
3. Cross-Functional Coordination
- Coordinate with internal teams including:
- Design (EDRC)
- Estimation & Costing
- Planning & Execution
- Procurement / Vendor teams
- Consolidate all technical inputs required for bid submission
- Ensure alignment between design assumptions and cost estimates
4. TQ / RFI Management
- Prepare and submit Technical Queries (TQs) / Requests for Information (RFIs)
- Track responses and maintain clarification logs
- Incorporate client/railway responses into final bid submissions
- Provide technical inputs to estimation teams for:
- System configuration
- Quantity validation
- Cost optimization
- Propose value engineering solutions to enhance bid competitiveness
- Support techno-commercial evaluations and strategy discussions
6. Client Interaction & Pre-Bid Activities
- Participate in pre-bid meetings and technical discussions with clients, consultants, and railway authorities
- Present technical concepts and clarify design approaches
- Address client queries and support bid negotiations (technical scope)
7. Bid Submission & Compliance
- Ensure timely submission of bids with:
- Complete technical documentation
- Compliance to tender requirements
- Proper formatting and documentation standards
- Maintain bid trackers, submission records, and version control
- Ensure strict adherence to tender conditions and deadlines
8. Post-Bid Support
- Support clarification rounds, presentations, and technical negotiations post submission
- Assist in handover to execution and design teams upon project award
- Ensure continuity of technical assumptions from bid to execution
Technical Skills Required
- Strong understanding of railway signalling systems (EI / ABS / MSDAC / RRI / Panel)
- Knowledge of:
- SIP, interlocking principles, control tables
- Railway standards and tendering processes
- Proficiency in AutoCAD (2D) for basic review and validation
- Ability to interpret technical drawings, BOQs, and specifications
- Familiarity with EPC project lifecycle and bid processes
- Strong analytical and problem-solving skills
- High attention to detail and accuracy
- Excellent coordination and stakeholder management
- Ability to work under tight deadlines and bid timelines
- Strong documentation and communication skills

Required Qualifications
- B.E / B.Tech in Electrical / Electronics & Communication
Experience
- 4–8 years of experience in railway / infrastructure projects
- Prior exposure to technical bidding / tendering / design coordination preferred
