The Assistant Manager – S&T plays a pivotal role in the successful planning, execution, and coordination of Signal & Telecommunication (S&T) projects within the railway industry. This position is critical to ensuring that all S&T systems—ranging from signaling infrastructure and train control systems to communication networks and safety‑critical technologies—are delivered on time, within budget, and in strict compliance with national and international standards, design specifications, and regulatory requirements. The incumbent will lead technical oversight of design activities, including guidance, checking, and reviewing of engineering deliverables, while fostering seamless collaboration across multidisciplinary teams including design, site execution, safety, and quality assurance. The role demands a high degree of technical precision, project coordination acumen, and proactive risk management to support client inspections, regulatory compliance, and smooth project handover. This position is essential to maintaining operational safety, system reliability, and the overall integrity of railway infrastructure.

Responsibilities
  • Support the planning, execution, and coordination of S&T project activities across all phases, ensuring timely delivery and adherence to quality benchmarks.
  • Manage the execution of S&T design works, including providing technical guidance, conducting thorough checks, and reviewing engineering drawings, specifications, and documentation.
  • Coordinate closely with design, site, safety, and QA teams to ensure alignment on technical requirements, project timelines, and compliance standards.
  • Track project schedules, monitor progress against milestones, and proactively address delays or bottlenecks, including managing material availability and procurement timelines.
  • Prepare detailed technical reports, Daily Progress Reports (DPRs), weekly/monthly progress presentations, and project status updates for internal and client stakeholders.
  • Ensure all S&T installations and systems comply with approved drawings, technical specifications, and statutory regulations.
  • Support and coordinate client and safety authority inspections, including preparing documentation, addressing findings, and implementing corrective actions.
  • Assist in the supervision and performance evaluation of subcontractors involved in S&T works, ensuring adherence to technical, safety, and quality standards.
  • Facilitate technical meetings, design reviews, and interface management sessions with internal and external stakeholders.
  • Maintain accurate project records, drawings, and change management logs in compliance with project documentation protocols.
Requirements
  • Bachelor’s degree in Electrical Engineering, Electronics & Telecommunications, or a related field; postgraduate qualification or professional certification (e.g., PMP, PE, or equivalent) is highly desirable.
  • Minimum of 8–10 years of progressive experience in railway Signal & Telecommunication systems, with at least 3 years in a supervisory or coordination role.
  • Proven experience in managing design reviews, technical checks, and approvals for S&T systems in large‑scale railway projects.
  • Strong understanding of railway signaling standards (e.g., ETCS, CBTC, ITC, or national equivalents), communication systems (e.g., GSM‑R, LTE‑R), and safety‑critical systems.
  • Proficiency in project management tools (e.g., MS Project, Primavera P6) and technical documentation software (e.g., AutoCAD, Revit, or similar).
  • Excellent analytical, problem‑solving, and decision‑making skills with attention to detail and a strong commitment to safety and quality.
  • Demonstrated ability to coordinate across cross‑functional teams and manage subcontractor performance effectively.
  • Strong written and verbal communication skills with the ability to present technical information clearly to diverse audiences.
  • Familiarity with project compliance frameworks, QA/QC processes, and regulatory requirements (e.g., RDSO, AAR, UIC, or equivalent).
  • Willingness to travel to project sites and work under challenging field conditions when required.
