The Opportunity

We are seeking an experienced Senior Programme Manager – Change & Transformation to lead the establishment of a Change Enablement Project Office during a significant period of organisational transformation.

This is a senior-level opportunity to provide strategic leadership, programme governance, delivery assurance and change management across a portfolio of major organisational initiatives.

You will work closely with senior leadership and cross-functional teams to establish effective governance, reporting and change management frameworks and ensure successful delivery and adoption of key transformation programmes.

Key Responsibilities

• Establish and operationalise the Change Enablement Project Office, including governance, operating model, standards and processes.
• Develop an integrated portfolio view of major change initiatives, including milestones, risks, dependencies, benefits and organisational impacts.
• Produce executive dashboards, reports and insights to support senior leadership decision-making.
• Lead programme governance, risk, dependency, issue and escalation management.
• Develop and implement change management, organisational readiness, stakeholder engagement and benefits realisation approaches.
• Ensure alignment and consistency across multiple change programmes and workstreams.
• Build effective relationships across HR, Finance, IT, Facilities, Communications, Strategy and other business functions.
• Monitor programme performance, organisational readiness and benefits realisation, recommending corrective actions where required.Act as a trusted adviser to senior leadership on programme governance, transformation and organisational change.

Essential Requirements

• Level 8 qualification in a relevant discipline.
• 7+ years' experience leading complex change, transformation or organisational change programmes.
• Experience establishing or developing a PMO, Programme Office, Transformation Office or similar governance function.
• Strong programme governance, portfolio management and delivery assurance experience.
• Excellent stakeholder management and influencing skills at senior level.
• Experience developing executive reporting, dashboards, metrics and management information.
• Strong risk, dependency, issue and benefits realisation experience.
• Excellent strategic, analytical and decision-making skills.

Desirable

• Level 9 qualification in Organisational Development or a related discipline.
• Recognised change management qualification such as Prosci ADKAR®, APMG Change Management or MSP®.
• Project/programme management qualification such as PMP, PRINCE2 Practitioner or Agile certification.
• Public sector, regulatory or semi-state experience.
