Job summary

Jones Lang LaSalle (JLL) seeks a Procurement Lead to manage a 3-year programme of small construction projects in Ireland. You will lead cost estimation, contractor selection, bidding, procurement, and cost control to ensure value-for-money and alignment with client expectations.

You will coordinate with Procurement, project managers and construction teams, handling pricing benchmarks, change orders and monthly cost reporting to deliver on time and within budget.

Qualifications

• Bachelor’s degree in Quantity surveying.
• 3–5 years’ experience developing project cost proposals for multiple construction projects.
• 3–5 years’ experience on fast-track office fit-out, commercial refurbishment and M&E upgrade projects.
• Experience with project cost proposal development and cost management for projects with a technical engineering content is an advantage.
• Experience of project cost proposal development and cost management for projects in a large semiconductor manufacturing environment is an advantage.
• Experience dealing with general management of finance.
• Outstanding negotiation skills.
• Excellent problem solving.
• Ability to manage multiple work assignments simultaneously, manage multiple or conflicting priorities, and handle a high-pressure working environment.
• Outstanding client relationship management skills with great client focus.
• Strong analytical ability and attention to detail.

• Strong written and verbal English language skills
• Advanced Excel skills with good Word & PowerPoint. Working knowledge of Microsoft Project.

Responsibilities

• Lead the procurement and bid management process for a 3-year programme of multiple small construction projects in Ireland.
• Manage approximately 20–30 projects with values ranging from €5k to €5m.
• Ensure project Costs of Works are at or below market rates through cost estimation, contractor selection, bidding and procurement.
• Perform cost benchmarking and analysis, contractor cost negotiation and budget development with value-for-money proofs.
• Present and review project budgets and fee proposals with clients; negotiate terms with contractors.
• Oversee contractor invoice approvals and final accounts; manage Change Order process and monthly cost reporting.
• Maintain JLL online financial governance/KPI systems and coordinate with client, procurement, and construction managers.
• Develop strong trust-based relationships with subcontractors and client representatives to align on scope, specifications and design.
• Analyse and validate contractor bid pricing against Schedule of Rates (SOR), Last Paid Price (LPP), and external benchmarks.
