Job summary

HMV Engineering in Ireland is seeking a Project Development Manager to lead preconstruction and early-stage activities for high-voltage projects. You will shape project direction, manage strategic client relationships, and drive business development to position the company for contract awards.

You will coordinate with procurement, estimating and engineering teams, create roadmaps, and guide cross-functional teams toward successful handover to execution.

Qualifications

  • Bachelor’s or master’s degree in electrical engineering, project management, business, or related field.
  • Minimum of 10 years of experience in project development and/or senior project management within high voltage EPC sectors.
  • Proven success in client relationship management, strategic business development, and securing large-scale project contracts.
  • Strong understanding of high voltage electrical infrastructure, regulatory requirements, and preconstruction strategies.
  • Proven leadership skills with a strategic mindset and strong business acumen.
  • Excellent communication, negotiation, and client relationship management abilities.
  • High level of organizational capability, with a strong focus on managing complexity and driving outcomes.
  • Effective problem-solving skills and the ability to navigate complex project scenarios.

Responsibilities

  • Lead preconstruction activities and define project scope with internal stakeholders.
  • Develop robust project strategies in collaboration with internal departments (Procurement, Estimating & Engineering).
  • Create a high-level project roadmap with milestones, deliverables, and success criteria.
  • Assemble and lead a cross-functional project team by allocating resources from various departments.
  • Oversee finalization of preconstruction deliverables and secure formal client agreement, then handover to execution.
  • Identify and mitigate risks, ensuring compliance with standards, safety regulations, and QA systems.
  • Contribute to strategic planning of the project development department and drive continuous improvement.

About the Role:

The Project Development Manager is a key leadership role responsible for overseeing the successful planning, initiation, and preconstruction phases of high voltage electrical engineering projects. This role is critical in shaping the initial direction of projects, managing strategic client relationships, and securing contracts through effective business development and engagement. Acting as the bridge between client expectations and project delivery, the Project Development Manager will ensure all aspects of the preconstruction process are fully aligned before transitioning the project to the execution phase.

Key Responsibilities:
1. Client Engagement & Strategic Business Development
  • Serve as the primary point of contact for client engagement during the preconstruction phase, developing strong relationships and understanding the client’s strategic vision and requirements.
  • Lead business development activities to identify and cultivate new opportunities, positioning the company as a preferred partner for high voltage electrical engineering projects.
  • Drive the project’s strategic direction up to the point where a formal contract is secured, ensuring a strong value proposition and alignment with client expectations.
2. Project Strategy & Planning
  • Conduct comprehensive project kick-off meetings, engaging key internal stakeholders, including senior leadership and project teams, to set clear objectives and scope.
  • Develop robust project strategies in collaboration with internal departments (e.g., Procurement, Estimating, and Engineering) to ensure resource alignment and budgetary objectives are established early.
  • Create a high-level project roadmap, defining milestones, deliverables, and success criteria.
3. Team Leadership & Resource Allocation
  • Assemble and lead a cross-functional project team by allocating appropriate resources from various departments to match the project’s complexity and technical requirements.
  • Provide high-level leadership and direction to the team, ensuring alignment with project goals and effective communication across all levels.
  • Track and review the performance and progress of the project team, ensuring that objectives are met within the defined timelines and budget.
4. Contract Finalisation & Handover
  • Oversee and manage the finalization of all preconstruction deliverables and secure formal agreement with the client, ensuring all commercial, technical, and contractual terms are thoroughly vetted.
  • Facilitate a comprehensive project handover to the execution team once the contract is secured, ensuring a seamless transition and continued alignment with client expectations.
  • Maintain an advisory role, staying engaged with the client and internal stakeholders until the full project execution phase is underway.
5. Risk Management & Compliance Oversight
  • Proactively identify potential project risks during the development phase and establish mitigation strategies to ensure project stability and client satisfaction.
  • Ensure all preconstruction activities are conducted in compliance with relevant industry standards, safety regulations, and internal quality management systems.
6. Strategic Development & Continuous Improvement
  • Contribute to the overall strategic planning of the project development department, supporting initiatives that enhance project outcomes and client satisfaction.
  • Drive continuous improvement by promoting best practices in project development, client engagement, and early-stage project execution methodologies.
