We are currently partnering with a leading M&E and building services contractor to recruit an experienced Mechanical & Electrical Bid Manager to strengthen their pre-construction team.
This is a senior role sitting between estimating, commercial and pre-construction leadership, taking ownership of major tenders from initial enquiry through to final submission.
It would particularly suit an experienced Senior Estimator, Estimating Manager or Pre-Construction professional who wants to step into a broader position with greater responsibility for bid strategy, commercial risk and the management of major tender opportunities.

As M&E Bid Manager, you will take ownership of the end-to-end tender process, coordinating estimating, commercial, technical and operational input to produce compelling and commercially robust submissions.
This isn't simply a bid-writing position.
You'll have genuine involvement in bid/no-bid decisions, commercial strategy, margin, risk, tender planning and senior management reviews, while providing leadership to the estimating function.
Lead M&E tenders from initial enquiry through to final submission
Review incoming tender opportunities and assess commercial and operational suitability
Prepare tender summaries and recommendations for senior management
Lead structured bid/no-bid reviews
Develop detailed tender programmes and internal deadlines
Coordinate estimating, commercial, engineering and operational input
Manage multiple concurrent tenders across different sectors and project values
Develop win themes and commercial positioning
Contribute to target margin discussions
Identify contractual, programme, technical and commercial risks
Ensure risks are properly understood and reflected within submissions
Support senior management through tender reviews and commercial decision-making
Coordinate and delegate workloads across the estimating team
Provide leadership and direction to senior estimators
Ensure resources are focused on commercially attractive opportunities
Monitor tender progress and resolve issues that could impact submission deadlines
Improve communication between estimating, commercial and operational teams
Coordinate production of comprehensive, compliant tender submissions
Review technical methodologies and supporting documentation
Ensure submissions clearly communicate the proposed technical and commercial solution
Maintain consistency and accuracy across tender documentation
Manage internal approvals and final client submissions
Coordinate subcontractor and supplier input throughout the tender process
Support development of structured supply chain pricing and performance information
Ensure quotations, rates and commercial terms are accurately captured
Develop stronger historical cost and tender data to support future bids
Conduct post-tender reviews on successful and unsuccessful bids
Capture lessons learned and implement improvements
Develop bid templates, procedures and tender standards
Improve digital tender management and document control
Help build a scalable pre-construction function capable of supporting continued company growth
We're looking for an experienced M&E professional with a strong understanding of estimating, commercial risk and major project tendering.
Significant experience within M&E / building services contracting
Background in Senior Estimating, Estimating Management, Bid Management or Pre-Construction Management
Experience managing complex mechanical and electrical tenders
Strong understanding of project costs, margins and commercial risk
Ability to interpret contracts, specifications and tender documentation
Experience coordinating multidisciplinary tender teams
Strong leadership and delegation skills
Excellent planning and organisational ability
Ability to manage several major tenders simultaneously
Excellent written and verbal communication skills
Strong IT and digital document management capability
Degree or professional qualification in Mechanical Engineering, Electrical Engineering, Building Services Engineering, Quantity Surveying or Construction Management
Experience tendering projects within data centres, pharmaceutical, commercial or mission-critical environments
Previous responsibility for bid/no-bid and tender gateway processes
€90,000–€120,000 basic salary, depending on experience
