The Irish Red Cross is seeking an experienced IMPACT-H Project Coordinator to lead delivery of the IMPACT-H Project in Ireland. You will oversee day-to-day activities, manage two Peer Migrant Health Workers and a Training and Support Officer, and ensure effective coordination, monitoring and reporting across partners.
You will develop strong partnerships with healthcare providers and migrant communities, champion health navigation and access to services, and drive learning to improve care.

Location: Based at Head Office, 16 Merrion Square, Dublin 2. Mobile (outreach across accommodations and community settings) and remote working.

The IMPACT-H Project (Inclusive and Integrated Migrants’ Pathways to Access Care and Thriving Health) is an EU AMIF-funded initiative led by the International Federation of Red Cross and Red Crescent Societies (IFRC), with the IRC delivering the Irish component.
The project aims to improve migrants’ access to healthcare and mental health and psychosocial support (MHPSS) by providing practical, community-based support to help people understand and navigate health services and overcome barriers to care.
In Ireland, IRC will establish a Peer Migrant Health Model across 3–5 accommodation centres or community settings. Two Peer Migrant Health Workers (PMHWs) will be recruited from migrant communities and trained in health navigation, peer support and Psychological First Aid. Approximately 10 Community Health Volunteers (CHVs) will also be trained to share health information, provide peer support and identify people who may need additional assistance.
PMHWs will support migrants with healthcare navigation, medical card applications, referrals and access to specialist services. The Project Coordinator will oversee the model, support the project team and develop strong partnerships with the HSE, healthcare providers, community organisations and other stakeholders.
A monthly Health Access Committee will bring together key partners to address complex cases and identify wider barriers to healthcare access.
The project will strengthen links between migrant communities and the healthcare system while building community capacity and generating learning to improve access to care.

The role will build strong partnerships with healthcare providers, community organisations and other stakeholders, while supporting the development of effective pathways into mainstream health services. The coordinator will also oversee support for Community Health Volunteers across accommodation centres and community settings.
We are looking for someone with experience working with people seeking international protection and/or other migrant groups, together with strong project management, partnership-building and communication skills. A good understanding of the Irish health and social care system is essential.
The project will commence in Dublin and may expand to another location in Ireland, so travel outside Dublin may be required. Participation in some events hosted by the International Federation of the Red Cross in Budapest is expected.

- Oversee support for migrants experiencing barriers to accessing healthcare.
- Ensure effective referral, follow-up and case management processes.
- Support Peer Migrant Health Workers and Community Health Volunteers to identify healthcare needs and develop appropriate responses.
- Ensure services are person-centred, timely and responsive to community needs.
- Coordinate information sessions, workshops and awareness-raising activities on healthcare services and entitlements.
- Support partners to deliver healthcare navigation training, clinics and advice sessions in IPAS accommodation centres and community settings.
- Ensure the experiences and perspectives of migrants inform project activities and service development.
- Oversee data collection and management and monitor progress against project indicators and objectives.
- Maintain accurate records of activities, outcomes and expenditure.
- Track project expenditure against agreed budgets using the IRC finance system.
- Prepare regular reports for management, funders, the European consortium and IFRC.
- Ensure project systems and procedures are effectively implemented and comply with organisational, safeguarding and legislative requirements.
- Identify and implement improvements based on monitoring, feedback and learning.
- Keep informed of relevant developments in healthcare access, migrant support and policy.
- Undertake other duties appropriate to the role as assigned by the line manager.
- Ensure all work is carried out in accordance with IRC policies, safeguarding requirements and relevant legislation.
- Experience working with people seeking international protection and/or migrant populations.
- Demonstrable experience managing and delivering projects, ideally in health, community development or social inclusion.
- Experience working collaboratively with a range of stakeholders and partner organisations.
- Strong project management, organisational and coordination skills.
- Excellent communication, interpersonal and report-writing skills.
- Experience monitoring, evaluating and reporting on project outcomes.
- The ability to work independently, take initiative and make sound decisions.
- A good understanding of the Irish health and social care system is essential

- Fluency in written and spoken English.
- Third level qualification in a related field (social work, health, psychology or other relevant area )
- Experience managing or supporting volunteers.
- Experience working in or with healthcare services.
