Job description

A leading Irish disability services provider is seeking a Director of Human Resources to lead its people function and join the Executive Management Team, reporting to the Chief Executive.

Our client supports over 2,000 children and adults with disabilities, their families and carers, in the Greater Dublin area, employing over 1,800 people. Services provided include children's services, adult day and vocational services, respite, residential and clinical services.

This is one of a number of executive appointments shaping the organisation's next decade. A new multi-annual strategy is in development. The Director of Human Resources will have a direct hand in shaping the team and the culture that delivers it.

The role

Full accountability for the people agenda across the organisation and its group companies:

  • Workforce planning, resourcing and retention in a high-volume frontline recruitment market — the single greatest constraint on service delivery.
  • Employee and industrial relations across a unionised workforce, including negotiation and third-party representation.
  • Reward and pay compliance within HSE consolidated scales and public service pay policy.
  • Culture, engagement and organisational development across a dispersed, largely non-office workforce.
  • Learning and development, workforce capability and management capability at service level.
  • HR operations, systems, data and governance, including the workforce requirements of HIQA regulation and safeguarding assurance.

You will be the principal adviser to the Chief Executive and the Board on all workforce matters, and will write the people chapter of the organisation's next strategy.

The Right Fit

  • Seven to ten years' senior HR experience, including three to five at director level with responsibility for a full HR function.
  • Experience leading HR in a large, complex, multi-site organisation with a substantial frontline or rostered workforce.
  • A strong industrial relations track record in a unionised environment.
  • Experience of a publicly funded pay environment — HSE, Section 38 or 39, wider public service, or equivalent — and of operating within externally set pay and post approval constraints.
  • Credibility at executive team and Board level.
  • A relevant primary degree and CIPD membership.
  • Experience in disability services, health, social care or another HIQA-regulated setting is an advantage rather than a requirement.

Terms

  • Permanent, full-time, based in Dublin 9, with eligibility to apply for hybrid working (minimum three days on site).
  • Remuneration: HSE General Manager salary scale: €87,470 - €108,804)
  • 30 days annual leave. Public service pension scheme.
