Job summary

INDEM is seeking an experienced HR Compliance Manager to oversee workforce compliance across its international construction projects across Ireland and Europe. The role ensures that employees, subcontractors and labour providers meet all legal and project requirements before mobilisation.

The successful candidate will bring a strong compliance background, with specific experience in cross-border assignments, payroll and regulatory obligations, and knowledge of CBAs.

Qualifications

• Minimum 10 years of HR experience.
• At least 2 years in construction sector.
• Strong knowledge of European employment rules.
• Experience with CBAs and cross-border assignments.

Responsibilities

• Oversee workforce compliance across European operations for on-boarding and mobilisation.
• Manage registrations, cross-border assignments, payroll and social security.
• Lead subcontractor onboarding and compliance checks with project teams.
• Maintain audit-ready compliance records and risk registers.
• Coordinate audits and regulatory requests; track corrective actions.
• Advise senior management on compliance risks and mitigation.
• Develop and improve procedures for expansion into new markets.
