Job summary

Enexa Partners seeks a Commercial & Contracts Lead - Senior Manager for large-scale water, wastewater, and infrastructure projects in Ireland. Hybrid role with Dublin office presence and remote work. The position covers commercial governance, procurement strategy, and contract administration on multi-billion-euro mega projects.

The role requires extensive experience in Design, Build and Operate environments and strong capability in risk and dispute management within complex NEC-based contracts.

Qualifications

Commercial & Contracts Lead - Senior Manager (Large Water, Wastewater, Utilities and Infrastructure Projects)

Type: Long-Term Contractor or Permanent role on offer)

Location: City of Dublin. Hybrid working arrangement with an expectation of minimum of 2x days/week in Dublin office and 3x days/week from home/remote.

Our Global Management Consulting client is engaged on Large-Scale Irish Water Supply and Drainage / Wastewater Projects that are about to start (or entering procurement / early works) are dominated as national "mega-projects": the Water Supply Project (Eastern & Midlands Region) and Greater Dublin Drainage. These projects are now coming to delivery readiness scale, with confirmed procurement milestones and early works scheduled.

These projects will include: 172 km of new trunk main, New Treatment Plant, New Strategic Reservoir, and various Major Infrastructure Sites forming Ireland’s Largest-Ever Water Supply Scheme. Scale: These maga projects will supply up to 50% of Ireland’s population with Resilient Water Capacity. Estimated Capital Value of the two mega projects portion: €1.3 billion -€1.5 billion each.

Minimum 15 years' experience in Commercial Management, Contract Administration, Procurement, Dispute Resolution, or related fields

Significant experience operating within or supporting a major (>€1bn) Capital Programme board, steering group, or independent oversight function

Deep technical knowledge of major forms of construction contract including Design, Build and Operate and NEC3/NEC4 Option C (Target Cost) contracts = NEC option for Large Water, Wastewater, Utilities and Infrastructure Projects because they Balance Cost Control with collaboration.

NEC3 / NEC4 Option C (Target Cost) Contracts:

Strong experience overseeing and assuring Complex Procurement Strategies and Commercial Governance Arrangements

Strong capability to identify, assess and challenge Commercial Risk, Contractual Interpretation Risks, Scope Creep, Change Control Effectiveness and Claims Management Practices.

Degree in Quantity Surveying, Engineering, Law, Construction Management or relevant discipline
