Job summary

Empire Partnership Ltd is seeking a Senior Cost Manager / Commercial Manager to join its Dublin-based team, delivering commercial leadership across major infrastructure projects in Ireland. You will oversee cost management, contracts and procurement, partnering with clients, PMs and contractors to ensure programme, budget and quality objectives are met.

The ideal candidate has extensive NEC contract experience, MRICS accreditation, and a proven track record in high-value infrastructure work,

Qualifications

• 10+ years of commercial / cost management experience.
• 5+ years on high-value roads and/or major infrastructure projects.
• Degree in Quantity Surveying, Cost Management, Construction, Engineering or other RICS-accredited discipline.
• Strong pre- and post-contract cost management experience.
• Extensive knowledge of NEC contracts, ideally NEC4.
• Knowledge of JCT contracts would be advantageous.
• Strong client-facing and stakeholder-management skills.
• MRICS or equivalent professional accreditation preferred.
• Proficiency in Microsoft Office and relevant commercial management systems.

Responsibilities

• Lead and manage commercial and cost management activities across major infrastructure projects.
• Support NEC4 Project Managers with strategic commercial advice throughout project delivery.
• Monitor project budgets, forecasts and resource utilisation.
• Manage and maintain effective change control processes.
• Prepare budget estimates, cost plans, tender documentation and client reports.
• Provide procurement, commercial and contractual advice.
• Administer contracts, including valuations, forecasting and commercial reporting.
• Lead and attend key project and commercial meetings.
• Support bid and tender preparation and wider business development activities.
• Build and maintain strong relationships with clients, contractors and key project stakeholders.
• Mentor and support junior members of the commercial team.
• Ensure projects are delivered to the required quality, programme and commercial objectives.

The Opportunity

Empire Partnership is working with a leading international construction consultancy on the appointment of an experienced Senior Cost Manager / Commercial Manager to join its Dublin-based team.

This is an opportunity to take a key commercial role in the delivery of major infrastructure projects across Ireland, working within a high-performing project team and providing strategic commercial and cost management support to the client.

You will work closely with the client, project managers, contractors and wider delivery teams, overseeing commercial performance across the project lifecycle.

Experience Required

We are looking for candidates with:

• 10+ years' commercial / cost management experience.
• At least 5 years' experience on high-value roads and/or major infrastructure projects.
• A relevant degree in Quantity Surveying, Cost Management, Construction, Engineering or another RICS-accredited discipline.
• Strong pre- and post-contract cost management experience.
• Extensive knowledge and practical experience of NEC contracts, ideally including NEC4.
• Knowledge of JCT forms of contract would also be advantageous.
• Experience managing budgets, valuations, forecasting, change control and commercial reporting.
• Strong client-facing and stakeholder-management skills.
• Excellent leadership, communication and organisational capabilities.
• MRICS or equivalent professional accreditation is preferred.
• Strong proficiency across Microsoft Office and relevant commercial management systems.
