Qualifications

Responsibilities

  • Lead end-to-end Bonded Zone compliance across factory operations.
  • Verify Bonded Zone declarations (BC 2.3/2.5/2.7/4.0/4.1) for data-to-cargo alignment.
  • Manage incentives such as import duty exemptions and VAT/PPN treatment.
  • Oversee IT Inventory governance with real-time mutation tracking and auditable records.
  • Coordinate three-way data reconciliation among Customs, Finance, and Warehousing/ERP.
  • Monitor CEISA 4.0 operations and coordinate with Customs team during disruptions.
  • Lead import permits (Lartas), quotas, and regulatory certifications process.
  • Select and manage logistics partners to optimize clearance lead times and costs.
  • Prepare for Customs audits and support detailed stock-takings.

Supervisor Export Import (Bonded Zone / Custom Compliance)

Category: Bonded Zone Policy Implementation & Compliance

Leading the end-to-end operational implementation and compliance of Bonded Zone regulations across internal factory operations, ensuring seamless integration between manufacturing processes and customs standards.

Strictly verifying the validity of Bonded Zone Customs Declarations (BC 2.3, BC 2.5, BC 2.7, BC 4.0, BC 4.1) to ensure absolute alignment between documented data, customs permits, and physical cargo.

Managing and utilizing Bonded Zone fiscal incentives (such as exemption/deferment of import duty, non-collected VAT/PPN, and Article 22 Income Tax exemptions) to optimize the company's operational cash flow and tax advantages.

Customs Ledger (IT Inventory) and Digitalization

Serving as the primary person in charge of ensuring the daily operations of the factory's IT Inventory system strictly fulfill Customs standards (real-time accessibility, interconnectedness, automated mutation tracking, and fully auditable).

Establishing a robust three-way data reconciliation mechanism (Customs, Finance, and Warehousing/WMS/ERP) and leading monthly inventory audits to maintain 100% stock accuracy between customs ledgers and physical warehouse inventory.

Monitoring the operational status of interconnected customs systems (such as CEISA 4.0) and executing immediate contingency protocols or coordinating with the Customs technical team in the event of data transmission disruptions.

Import-Export Logistics Operations and Cost & Lead Time Control

Reviewing and determining the correct HS Code (Customs Tariff Classification) for raw materials, machinery, spare parts, and finished goods to mitigate the risk of administrative fines or cargo detention due to misclassification.

Leading the application, procurement, and rolling renewal of import restriction permits (Lartas), import quotas, and regulatory certifications from related ministries prior to cargo dispatch from the origin country.

Selecting, evaluating, and managing the performance of long-term logistics partners (freight forwarders, shipping lines, and Customs Brokers/PPJK) to optimize customs clearance lead times upon port arrival.

Monitoring port operations in real-time and taking decisive actions to resolve clearance bottlenecks, keeping demurrage and detention costs strictly within the company’s budget threshold.

Government Relations and Customs Audit Mitigation

Representing the company in establishing and maintaining professional relationships with the supervising Customs and Excise Service Office (KPPBC) to foster a compliant corporate image.

Directly leading the resolution of on-field operational crises (such as customs valuation/tariff adjustment notices (SPPB/SPTNP), red channel physical inspections, or cargo detention) to secure the most favorable solutions within legal boundaries.

Taking full accountability for internal preparations ahead of routine government Customs Audits, stock‑taking inspections, and Bonded Zone physical reviews, coordinating with relevant divisions to organize primary supporting documents.

Departmental Administration and Team Capability Development

Formulating annual and monthly work plans, managing the budget for the Export-Import Department, and providing human resource allocation optimization recommendations aligned with factory capacity growth.

Responsible for the performance appraisal, technical coaching, and professional mentoring of subordinates (Customs Specialists and Document Administrators), and organizing internal training sessions regarding updated customs decrees.

Job Requirements & Qualifications:

Professional Experience:

Minimum 5 years of working experience as an Exim Staff in a Bonded Zone, OR

Minimum 3 years of working experience as an Exim Supervisor in a Bonded Zone.

Strong background in managing Bonded Zone operational transitions, customs audits, and IT Inventory governance.

Certification: Must possess an active PPJK Certification issued by the Financial Education and Training Agency (BPPK) of the Ministry of Finance of the Republic of Indonesia.

Regulatory Knowledge: Deep understanding and comprehensive mastery of Indonesian Customs Laws, Minister of Finance Regulations (PMK) concerning Bonded Zones, and derivative customs decrees.

Technical Systems Proficiency: Highly proficient in operating CEISA 4.0 (specifically Bonded Zone modules), customs module management software, and the OSS RBA licensing platform.

Language Proficiency: Fluent in English (written & spoken). Fluency in Mandarin is a strong plus.

Education: Minimum Diploma Degree (D3) in Logistics Management, International Trade, Law, Accounting, Business Administration, or related fields.

Data Analysis & IT Inventory Governance: In-depth knowledge of IT Inventory system architecture and strong analytical skills for reconciling ERP/WMS mutation data against CEISA customs ledgers.

Trade Compliance: Mastery of BTKI/HS Code classification, import restriction regulations (Lartas), Certificate of Origin (SKA/COO) processing, and Incoterms 2020.

Soft Skills & Flexibility: Excellent crisis management, analytical thinking, target-driven mindset, and willingness to work flexible hours or travel for business as operational needs dictate.
