Job summary

Markov Construction, Bali-based general contractor, seeks a Senior Construction Project Manager to own multiple active projects from planning and mobilisation through construction and handover. This is a senior leadership role requiring control of programmes, costs, quality, and client communication.

The candidate will coordinate Site Managers, engineers, subcontractors and suppliers, ensuring resources, timelines and risks are managed effectively for successful project completion.

Qualifications

  • Minimum 8 years of professional construction experience.
  • Minimum 5 years of direct experience managing large-scale construction projects.
  • Bachelor’s degree in Civil Engineering, Construction Management or related discipline.
  • Strong leadership, problem-solving, decision-making and negotiation abilities.
  • Proficiency with project-planning software (MS Project/Primavera P6).
  • Strong written and spoken English.

Responsibilities

  • Lead delivery of assigned projects from planning to handover.
  • Coordinate site teams, consultants, subcontractors, suppliers and clients.
  • Maintain QA/QC and safety controls across projects.
  • Prepare and manage detailed construction programmes and look-ahead plans.
  • Monitor budgets, costs, cash-flow and commercial risks; report progress and risks.
  • Ensure compliance with Indonesian requirements and project specifications.

About the Company

Markov Construction is a Bali-based general contractor specialising in large-scale construction projects.

Our projects require close coordination between the Directors, project teams, consultants, clients, subcontractors, suppliers and internal departments.

We are looking for a highly experienced Senior Construction Project Manager who can take ownership of several active projects from planning and mobilisation through construction, completion and final handover.

This is a senior management position, not simply a site-supervision role. The successful candidate must maintain control of programmes, costs, quality, documentation, resources, risks, client communication and overall project performance.

Key Responsibilities
Project Delivery & Leadership

The Senior Construction Project Manager will take responsibility for the complete management and delivery of assigned projects.

Responsibilities include:

Manage several active construction projects simultaneously.

Take ownership from pre-construction and mobilisation through completion and handover.

Establish clear project objectives, responsibilities, reporting procedures and communication channels.

Direct and coordinate Site Managers, Engineers, Supervisors, Quantity Surveyors and other assigned project personnel.

Coordinate consultants, subcontractors, mandor, workers, suppliers and specialist contractors.

Ensure sufficient labour, materials, equipment, information and management resources are available.

Monitor project performance and take corrective action before problems materially affect delivery.

Hold project participants accountable for agreed responsibilities and deadlines.

Escalate significant risks and decisions to the Directors with clear recommendations.

Programme, Procurement & Resource Control

The Senior Construction Project Manager must independently prepare, manage and update detailed construction programmes.

Responsibilities include:

Prepare baseline construction programmes in Gantt-chart format.

Establish activities, durations, dependencies, milestones and critical-path items.

Integrate design, approvals, procurement, construction, testing, commissioning and handover.

Prepare and manage monthly and weekly look-ahead programmes.

Record actual progress against the approved baseline.

Identify delays and prepare practical recovery programmes.

Coordinate labour, materials, equipment, subcontractors and information with programme requirements.

Work with the Procurement Manager to align procurement schedules and delivery dates with construction requirements.

Identify long-lead materials and equipment early.

Maintain records of delays, instructions and events that may support extensions of time or contractual claims.

Provide realistic completion forecasts and consolidated reporting across all assigned projects.

The Senior Construction Project Manager will work with the Procurement Manager, Senior Estimator, Financial Controller and Directors to maintain control of project costs and commercial performance.

Responsibilities include:

Understand approved budgets, BOQs, contracts and project scopes.

Review original estimates, quantities, rates, allowances and cost assumptions.

Forecast labour, material, equipment and subcontractor requirements.

Assist with project cash-flow forecasts and funding requirements.

Monitor actual and committed costs against approved budgets.

Identify potential cost overruns before expenditure is committed.

Review supplier and subcontractor quotations against scope and budget.

Verify completed work before recommending payment.

Coordinate progress valuations, client claims and supporting records.

Identify, document and assess variations before additional work proceeds wherever possible.

Maintain variation, claim and commercial-risk registers.

Prevent unauthorised work and expenditure outside the approved scope.

The Senior Construction Project Manager may verify project costs and recommend payments but may not independently approve or release company funds.

Technical & Construction Coordination

The Senior Construction Project Manager must maintain strong technical control of structural, architectural, civil, MEP and finishing works.

Responsibilities include:

Review drawings, specifications, construction details and proposed methodologies.

Control setting out, excavation, foundations, reinforcement, formwork, concrete and structural-steel activities.

Ensure reinforcement, formwork, embedded items, dimensions and levels are inspected before concrete placement.

Coordinate concrete testing, placement, curing and related records.

Identify drawing conflicts, incomplete information and constructability problems.

Coordinate structural, architectural and MEP interfaces before work is affected.

Manage waterproofing systems and other high-risk concealed works.

Control masonry, plastering, screeding, tiling, ceilings, painting, joinery, doors, windows, glazing and other finishing works.

Check dimensions, alignment, levels, tolerances, junctions and trade interfaces.

Ensure approved samples and mock-ups are established before repetitive finishing work begins.

Quality Assurance & Quality Control

The Senior Construction Project Manager will be accountable for implementing proper QA/QC controls across assigned projects.

Responsibilities include:

Prepare and implement project-specific Quality Management Plans.

Establish Inspection and Test Plans, checklists, approval stages and hold points.

Ensure work complies with approved drawings, specifications, contracts, samples and company standards.

Review construction methodologies before major activities begin.

Ensure materials, shop drawings, samples and mock-ups are submitted and approved before use.

Coordinate inspections with site teams, consultants, clients and testing providers.

Ensure structural, waterproofing and other concealed works are inspected before being covered.

Maintain inspection, testing and quality-control records.

Issue and monitor non-conformance reports.

Investigate the root cause of defects and implement corrective and preventive action.

Stop defective, incomplete or non-compliant work when necessary.

Manage snagging, defect rectification and final quality inspections.

Documentation, Communication & Risk

The Senior Construction Project Manager will maintain reliable project information and professional stakeholder communication.

Responsibilities include:

Establish project document-control systems and registers.

Ensure teams work from current approved drawings and specifications.

Control drawing revisions, RFIs, technical submissions, site instructions and consultant responses.

Maintain records of correspondence, approvals, inspections, variations, risks, defects and decisions.

Prepare meeting agendas, minutes and action lists.

Confirm verbal instructions in writing.

Maintain evidence supporting claims, variations and extensions of time.

Chair or participate in project, client and consultant meetings.

Provide accurate updates on progress, cost, quality, risks and required decisions.

Manage client expectations without making unapproved commitments.

Protect the company’s contractual and commercial position.

Maintain active project risk and issue registers.

Assign responsibility and deadlines for corrective action and monitor matters until closure.

Safety, Reporting & Handover

Responsibilities include:

Ensure project activities follow company safety procedures and applicable Indonesian requirements.

Coordinate with safety personnel, site management, subcontractors and workers.

Ensure appropriate risk assessments and safe work methods are prepared.

Monitor housekeeping, access, temporary works, lifting operations and site conditions.

Stop unsafe work when necessary.

Ensure incidents, hazards and unsafe practices are reported, investigated and corrected.

Prepare accurate daily, weekly and monthly project reports.

Report progress, costs, variations, risks, delays, quality issues and safety matters.

Maintain current progress photographs and supporting records.

Coordinate testing, commissioning, inspections and authority requirements.

Manage practical completion, snagging, defect rectification and final completion.

Coordinate as-built drawings, warranties, manuals, testing records and completion certificates.

Obtain formal client acceptance and properly close out each project.

Requirements

Candidates should have:

Minimum 8 years of professional construction experience.

Minimum 5 years of direct experience managing large-scale construction projects as a Project Manager or in a comparable senior position.

A strong and verifiable record of successfully delivering large-scale projects.

Ability to provide project details including type, size, value, duration, personal responsibility and final outcome.

Proven experience managing several active construction projects simultaneously.

Proven responsibility for projects from planning and mobilisation through construction and handover.

Bachelor’s degree in Civil Engineering, Construction Management or a related discipline.

Strong practical knowledge of structural works.

Strong practical knowledge of architectural and finishing works.

Strong understanding of structural, architectural, civil and MEP coordination.

Proven experience establishing and managing QA/QC systems.

Ability to prepare and manage detailed Gantt-chart construction programmes.

Strong understanding of critical-path planning, look-ahead programmes and recovery planning.

Experience managing project budgets, committed costs, cash-flow requirements and cost-to-complete forecasts.

Strong understanding of BOQs, contracts, progress claims, variations and subcontractor payments.

Experience controlling project documents, registers, reports and handover records.

Ability to interpret drawings, specifications, contracts and technical documentation.

Strong leadership, problem-solving, decision-making and negotiation ability.

Experience managing project teams, subcontractors, suppliers, consultants and client relationships.

Proficiency in Microsoft Project, Primavera P6 or comparable project-planning software.

Strong Microsoft Excel, Google Sheets and general computer skills.

Ability to work with AutoCAD drawings and digital document-control systems.

Strong written and spoken English.

Willingness to work between the office and multiple project sites across Bali.

Candidates who cannot demonstrate a strong and verifiable record of managing large-scale construction projects will not be considered suitable.

Experience with BIM coordination and modern project-management systems.

Strong knowledge of Indonesian construction regulations and contractual procedures.

Relevant professional engineering, construction-management, quality-management or project-management certification.

A reliable professional network within Bali or Indonesia.
