Markov Architecture is seeking a Senior Site Development & Infrastructure Engineer in Bali to lead external infrastructure design, coordinate with architects, engineers and contractors, and ensure construction-ready packaging for villas, resorts and mixed-use developments.
The role requires independent technical judgement, extensive experience in grading, roads, stormwater and utilities, and willingness to work full-time from Bali sites and offices.

PT Bali Cahaya Makmur (BCM), trading as Markov Architecture, is establishing a multidisciplinary Architecture and Engineering Department to design villas, apartments, resorts, hotels and mixed-use developments in Bali and across Indonesia.
Our objective is to produce complete, coordinated and construction-ready design packages that meet international professional standards while remaining practical for Indonesian construction conditions.
We are seeking a Senior Site Development & Infrastructure Engineer to act as the External Infrastructure Design Lead. The successful candidate will work under the Head of Architecture and coordinate with the Senior Project Architect, Structural Engineer, Plumbing & Drainage Engineer, Electrical & ELV Engineer, HVAC Engineer, Senior Landscape Architect, surveyors, external specialists and construction teams.
This is a senior engineering position requiring independent technical judgement and ownership of complete site-development and external-infrastructure design packages. It is not a basic drafting or site-supervision role.
Review topographical surveys, boundary information, geotechnical reports and existing site conditions.
Identify development constraints related to terrain, slopes, access, drainage, neighbouring properties and existing infrastructure.
Establish building platform levels, road levels, finished external levels and critical infrastructure levels.
Prepare coordinated site-grading plans, surface models, longitudinal profiles and cross-sections.
Calculate cut-and-fill quantities and develop practical earthworks strategies.
Identify requirements for imported material, exported material, ground improvement and slope protection.
Coordinate temporary access, temporary drainage, earthworks sequencing and site-development phasing.
Assess the effect of proposed levels on buildings, roads, drainage, structures, utilities and landscaping.
Design internal roads, access roads, driveways, ramps, parking areas and service routes.
Establish road geometry, gradients, crossfalls, kerbs, shoulders and turning requirements.
Coordinate access for cars, delivery vehicles, emergency vehicles, waste collection and maintenance vehicles.
Develop pavement designs based on expected traffic, subgrade conditions and geotechnical recommendations.
Coordinate pedestrian routes, pathways and external accessibility requirements.
Prepare road layouts, longitudinal profiles, cross-sections and construction details.
Develop the sitewide stormwater-management strategy.
Review catchment areas, rainfall data, runoff conditions, discharge limitations and applicable design criteria.
Prepare hydrological and hydraulic calculations.
Design channels, swales, catch basins, manholes, culverts, attenuation systems, detention or retention systems and discharge points.
Establish safe overland flow routes and emergency overflow paths.
Assess flood risk and establish appropriate protection levels for buildings and critical infrastructure.
Prepare temporary and permanent erosion and sediment-control strategies.
Identify when specialist flood modelling, waterway analysis or environmental assessment is required.
Develop and maintain the combined external utility plan.
Coordinate external potable-water, sewerage, wastewater, irrigation, fire-water, electrical, ELV and communications networks.
Establish utility corridors, connection points, crossings, levels, clearances, easements and maintenance access.
Review the availability and capacity of external utility connections.
Identify infrastructure upgrades required to support the development.
Coordinate water tanks, pump rooms, wastewater‑treatment systems, septic systems, transformers, generators, duct banks and other external infrastructure facilities.
Resolve clashes between utilities, drainage, roads, foundations, retaining structures, pools, landscaping and other site elements.
Coordinate retaining walls, embankments, slope protection, culverts and other site structures with the Structural Engineer.
Apply geotechnical recommendations and identify when additional specialist investigation or analysis is required.
Coordinate external levels, hardscape interfaces and irrigation corridors with the Senior Landscape Architect.
Lead infrastructure design reviews and maintain records of technical conflicts, risks and required actions.
Ensure that external infrastructure can be safely constructed, inspected, operated, maintained and expanded where required.
The position coordinates the complete external‑infrastructure solution but does not replace the specialist engineers responsible for structural, geotechnical, plumbing, electrical, fire‑protection, HVAC, landscape or process design.
Prepare construction‑ready grading, road, drainage and combined utility drawings.
Produce plans, profiles, sections, details, schedules and technical specifications.
Prepare design calculations, technical reports and design criteria.
Provide quantities and technical information required for estimating, tendering and procurement.
Establish civil and infrastructure drawing standards and coordination procedures.
Check drawings for technical accuracy, completeness and multidisciplinary coordination before issue.
Ensure that revisions are properly recorded and communicated.
Prepare technical information required for authority submissions and utility‑provider applications.
Coordinate with local authorities, utility providers, external consultants and specialist contractors.
Ensure compliance with applicable Indonesian regulations, local authority requirements and relevant international engineering standards.
Conduct site inspections to verify compliance with approved infrastructure drawings and specifications.
Respond to RFIs and resolve infrastructure‑related construction issues.
Review shop drawings, material submissions, method statements and contractor proposals.
Assess proposed changes and their effect on levels, drainage, roads, utilities, structures and landscaping.
Develop corrective solutions where actual site conditions differ from the approved design.
Review testing, commissioning and as‑built information.
Verify that as‑built surveys accurately record completed levels, roads, drainage systems and buried utilities.
Provide technical support to the construction, estimating and procurement teams.
Bachelor’s degree or higher in Civil Engineering, Infrastructure Engineering or another directly relevant discipline.
Minimum 7 years of professional civil, site‑development or infrastructure‑design experience.
At least 3 years in a senior engineering, infrastructure‑lead or multidisciplinary coordination position.
Experience taking projects through detailed design and construction support.
Relevant higher education completed outside Indonesia or substantial and verifiable professional experience working overseas.
Candidates whose education and professional experience are both exclusively within Indonesia do not meet the required profile.
Strong written and spoken English.
Advanced technical knowledge of grading, earthworks, roads, pavement systems, stormwater drainage, flood management and external utility coordination.
Ability to independently prepare and review engineering calculations, technical reports, profiles, sections, details and specifications.
Advanced AutoCAD capability.
Advanced Autodesk Civil 3D capability or advanced experience with a comparable civil‑infrastructure platform such as Bentley OpenRoads or 12d Model.
Practical capability in surface modelling, grading, alignments, profiles, corridors and earthworks calculations.
Strong Microsoft Excel capability for engineering calculations, schedules and quantity summaries.
Strong understanding of Indonesian construction conditions, regulations and approval processes.
Ability to identify technical risks, missing information, design conflicts and constructability problems without relying on constant supervision.
Proven experience coordinating architects, engineers, consultants, authorities, contractors and site teams.
A professional portfolio containing genuine site‑development and infrastructure work personally completed or led by the candidate.
The portfolio must contain relevant examples of grading plans, road layouts, profiles, cross‑sections, earthworks calculations, drainage calculations, combined utility plans and construction details.
Willingness to explain the candidate’s exact personal responsibility for every submitted project.
Verifiable professional references and a proven track record of completed work.
Willingness to work full‑time from the Markov Architecture office and attend project sites throughout Bali.
10 years or more of directly relevant professional experience.
At least 2 years of substantial professional experience working overseas.
Professional engineering registration or certification relevant to civil or infrastructure engineering.
Indonesian SKK certification appropriate to the candidate’s discipline and professional level.
Experience supporting statutory submissions or acting as the responsible engineer on approved projects.
Experience designing infrastructure for steep, constrained or geotechnically complex sites.
Experience using recognised stormwater and hydraulic software such as Autodesk InfoDrainage, Storm and Sanitary Analysis, StormCAD or CivilStorm.
Experience with HEC‑RAS for flood, channel or waterway analysis.
Experience with Autodesk Navisworks or Revit for multidisciplinary coordination.
Experience with QGIS, ArcGIS, Autodesk InfraWorks or comparable planning and analysis software.
Experience working for an international engineering consultancy, architecture practice, developer or multidisciplinary design company.

The successful candidate must communicate clearly, make decisions based on proper engineering analysis and remain effective while coordinating several disciplines.
This position is not suitable for candidates whose experience is limited to basic drafting, general site supervision, simple utility layouts or small residential projects. Candidates who cannot demonstrate their personal contribution to completed infrastructure designs will not proceed.
