Job summary

Markov Construction is seeking an experienced Financial Controller in Bali to own project financial control, cash-flow planning, budgets, payments, collections and management reporting. This role reports to Directors and collaborates with PMs, Procurement, HR and external advisors.

The successful candidate will ensure visibility over financial position, link forecasts to client payments, and deliver robust financial plans to support ongoing operations.

Qualifications

  • Minimum 5 years of professional experience in finance, accounting or financial control.
  • At least 3 years of experience within construction, property development or another project-based industry.
  • At least 2 years of experience in a senior, supervisory or financial-control position.
  • Proven experience managing project cash flows, budgets and financial forecasts.
  • Strong knowledge of Indonesian financial requirements.

Responsibilities

  • Lead project cash flow forecasting linked to construction programmes and progress claims.
  • Maintain budgets and cost-to-complete forecasts for each project.
  • Manage company cash, accounts payable/receivable and reconciliations.
  • Oversee client invoicing, collections and payment controls.
  • Provide Directors with clear financial reporting including variances and risks.
  • Ensure compliance with Indonesian regulations and internal controls.

About the Company

Markov Construction is a Bali-based construction company specialising in large-scale construction projects.

We are looking for an experienced Financial Controller to take ownership of company and project financial control, cash-flow planning, budgets, payments, collections, accounting and management reporting.

The Financial Controller will report directly to the Directors and work closely with Project Managers, Procurement, HR, external accountants, tax consultants, suppliers, subcontractors and other relevant parties.

This is not simply an accounting or bookkeeping position. The successful candidate must give the Directors complete visibility over the company’s financial position and ensure every active project has a reliable financial plan to continue operating between client progress payments.

Key Responsibilities
Project Cash Flow & Funding Control

Maintain an accurate and continuously updated cash-flow forecast for every active project.

Link project cash-flow forecasts to construction programmes, progress claims and expected client payment dates.

Calculate how much funding each project requires to continue operating until the next client payment.

Maintain weekly project cash-flow forecasts for at least the next three months and monthly forecasts through to project completion.

Account for claim certification periods, client payment terms, retentions, taxes, supplier terms, subcontractor payments, labour and material requirements.

Ensure uncertified, disputed or uncertain client payments are not treated as guaranteed available cash.

Identify potential funding shortages before they affect procurement, labour, subcontractors or construction progress.

Present the Directors with practical recommendations, including accelerating claims, negotiating payment terms, adjusting expenditure timing or arranging additional funding.

Ensure any transfer of funds between projects is documented and approved by the Directors.

Budget & Project Financial Control

Establish and maintain an approved budget for every project.

Monitor actual expenditure against approved budgets.

Track committed costs, including purchase orders, subcontract agreements, approved work and unpaid expenses.

Maintain accurate job-costing and cost-to-complete forecasts.

Monitor project profitability and forecast the expected final profit or loss.

Ensure transactions are allocated to the correct project and cost category.

Identify overspending, cost increases and budget risks at the earliest possible stage.

Investigate and explain significant differences between budgeted and actual expenditure.

Coordinate with Project Managers, Procurement and other departments to maintain accurate budgets and forecasts.

Provide the Directors with a clear understanding of each project’s financial position, remaining funding requirement and expected profitability.

Company Cash Management

Maintain an accurate daily record of all company bank accounts, cash and petty cash.

Monitor all money entering, leaving or committed by the company.

Distinguish available cash from funds already committed to projects, suppliers, salaries, taxes and other obligations.

Prepare a consolidated company-wide cash-flow forecast covering all projects and company expenses.

Maintain an organised payment schedule based on approved obligations and available cash.

Reconcile bank accounts, cash balances and transfers accurately and on time.

Investigate and resolve unexplained balances, transactions or transfers.

Monitor company overheads, payroll, equipment and operational expenses.

Provide the Directors with clear visibility over available cash, committed funds, upcoming receipts and future obligations.

Payment Control

Verify every payment before submitting it for Director approval.

Confirm that each expense is legitimate, company-related and within the relevant approved budget.

Check invoices against purchase orders, contracts, delivery records, completed work and approved payment requests.

Confirm that goods, materials, equipment or services were received before payment.

Ensure every payment is allocated to the correct project and cost category.

Prevent duplicated, incorrect, unsupported, unbudgeted or unauthorised payments.

Verify supplier, subcontractor and employee payment details.

Maintain a complete and traceable approval record for every transaction.

Hold incomplete or non-compliant payment requests until the required documentation and approvals are provided.

Maintain accurate records of outstanding supplier, subcontractor and other company obligations.

The Financial Controller will control and verify the payment process but will not have unrestricted authority to approve or release company funds independently. Final payment authority remains with the Directors.

Client Invoicing & Collections

Prepare or monitor project progress claims, client invoices and other payment requests.

Track the submission, certification and expected payment date of every progress claim.

Maintain an accurate schedule of upcoming and outstanding client payments.

Follow up on overdue accounts and immediately report delayed or disputed payments.

Reconcile payments received against the correct client, invoice and project.

Coordinate with project and commercial teams to ensure claims are accurate, complete and submitted on time.

Monitor deposits, advances, retentions, variations and other amounts owed to the company.

Reflect expected client payments accurately in company and project cash-flow forecasts.

Prepare clear and accurate financial reports for the Directors, including:

Current bank and cash positions.

Weekly company and project cash-flow forecasts.

Upcoming client receipts and company payments.

Overdue receivables and payables.

Project budget versus actual expenditure.

Committed costs and remaining funding requirements.

Project cost-to-complete and final profitability forecasts.

Monthly profit and loss statements.

Monthly balance sheets and cash-flow statements.

Company overhead and payroll analysis.

Explanations of significant financial variances and risks.

Clear recommendations and identification of decisions required from the Directors.

Reports must explain what the figures mean, why significant changes have occurred and what action is recommended. Providing raw accounting data without proper analysis will not be sufficient.

Accounting, Payroll & Compliance

Ensure all financial transactions are accurately recorded and supported by complete documentation.

Maintain organised, accurate and auditable accounting records.

Oversee accounts payable, accounts receivable and general accounting processes.

Verify payroll, reimbursements, employee advances, loans and deductions in coordination with HR.

Coordinate with external accountants, tax consultants and auditors where required.

Ensure tax calculations, declarations and payments are completed correctly and on time.

Maintain the confidentiality of banking, payroll, commercial and company financial information.

Ensure financial activities comply with applicable Indonesian regulations and company procedures.

Develop and maintain systems for budgets, cost coding, payment requests, approvals, commitments, collections and financial reporting.

Create a clear audit trail from the original request or transaction through to final payment and reporting.

Develop and enforce financial procedures across all departments.

Ensure no individual can request, verify, approve and release the same payment without independent control.

Control access to sensitive financial systems, records and banking information.

Train managers and employees to provide complete financial information and supporting documents on time.

Continuously improve the accuracy, efficiency and reliability of the company’s financial systems.

Requirements

Candidates must have:

Minimum 5 years of professional experience in finance, accounting or financial control.

At least 3 years of experience within construction, property development or another project-based industry.

At least 2 years of experience in a senior, supervisory or financial-control position.

Proven experience managing project cash flows, budgets and financial forecasts.

Strong understanding of project progress claims, retentions, committed costs, payment cycles and job costing.

Experience managing accounts payable, accounts receivable, bank reconciliations and financial reporting.

Ability to prepare and analyse profit and loss statements, balance sheets and cash-flow statements.

Strong knowledge of accounting principles and Indonesian financial requirements.

Advanced Microsoft Excel or Google Sheets skills.

Experience using professional accounting or ERP software.

Bachelor’s degree in Finance, Accounting or a related discipline.

Strong analytical and problem-solving ability.

Exceptional accuracy and attention to detail.

High integrity, confidentiality and professional responsibility.

Confidence to question incomplete, unsupported or unbudgeted payment requests.

Ability to explain financial information clearly to Directors and non-financial managers.

Ability to work independently and take ownership of the company’s financial-control function.

Strong working English, as English is used for internal company communication.

Experience identifying project cash shortages and presenting funding solutions to senior management.

Experience improving payment approval and financial-reporting procedures.

Experience managing or supervising accounting and finance personnel.

Experience working directly with company Directors or senior management.

Professional accounting, finance or Indonesian tax qualifications.

THR in accordance with applicable Indonesian regulations.
