About the Company

Markov Construction is a Bali-based construction company specialising in large-scale construction projects.

We are looking for an experienced Construction QA/QC Manager to establish and maintain consistent quality standards across multiple active projects. The position reports to the Senior Construction Project Manager and Directors and works closely with project teams, consultants, subcontractors, suppliers and other company departments.

The successful candidate must be technically strong in both structural works and five-star finishes. This is a company-wide quality-management position, not a single-site inspector role.

Key Responsibilities

Quality Systems and Risk Prevention

Develop and implement company-wide QA/QC standards, procedures and inspection systems.

Prepare project Quality Management Plans, Inspection and Test Plans, checklists and measurable acceptance criteria.

Establish hold points and witness points for critical and concealed works.

Establish approved benchmark rooms, mock-ups, material samples and installation standards.

Review drawings, specifications, shop drawings, material submissions and construction methodologies before work begins.

Identify technical conflicts, unsuitable materials, poor sequencing, constructability problems and trade-interface risks.

Ensure project teams, subcontractors and workers understand the required quality standards before starting work.

Analyse inspection findings and previous defects to prevent recurrence across other projects.

Recommend training, procedural changes or technical improvements where required.

Structural Quality Control

Review structural drawings, specifications and construction methodologies.

Inspect setting out, gridlines, dimensions, levels, excavation, foundations and retaining structures.

Inspect reinforcement spacing, laps, couplers, concrete cover, embedded components and structural detailing.

Inspect traditional and modular formwork for alignment, dimensions, stability, bracing, cleanliness and readiness for casting.

Inspect columns, walls, beams, slabs, stairs, structural steel and other structural elements.

Confirm openings, sleeves and embedded MEP items before concrete placement or concealment.

Control concrete mix approvals, slump testing, cube samples, laboratory results, placement, vibration, finishing, curing and protection.

Inspect construction joints, waterproofing interfaces, temporary works, back-propping and structural support systems.

Prevent unapproved structural changes or defective work from being concealed.

Identify and prevent honeycombing, cold joints, misalignment, dimensional errors and other structural defects.

Five-Star Finishing Quality

Verify that substrates and preceding work are ready before finishing begins.

Inspect masonry, plastering, rendering, skim coating and wall preparation.

Inspect Level 5 wall and ceiling finishes where specified.

Inspect screeding, flooring, tiling, marble, natural stone, waterproofing and wet-area finishes.

Inspect drywall, ceilings, bulkheads, reveals, niches and shadow gaps.

Inspect painting, decorative coatings and specialist finishes.

Inspect joinery, cabinetry, doors, frames, hardware, windows, glazing and aluminium works.

Inspect sanitary fixtures, bathroom accessories and visible MEP components.

Check wall straightness, flatness, plumb, floor levels, gradients, corners and overall room geometry.

Check tile and stone alignment, patterns, cuts, mitres, joints and grout lines.

Check paint colour, texture, sheen and uniformity under appropriate lighting.

Check the alignment and symmetry of joinery, fixtures, lighting, switches, outlets, grilles and other visible items.

Ensure junctions, silicone and sealant joints are clean and professionally finished.

Confirm completed finishes match approved samples, mock-ups and benchmarks.

Ensure completed work is properly protected from damage.

Inspections, Non-Conformance and Corrective Action

Prepare and maintain a risk-based inspection schedule for all active projects.

Prioritise critical, concealed, high-risk and repetitive activities.

Conduct planned and additional inspections where quality concerns exist.

Use appropriate inspection equipment, including lasers, levels, straightedges, squares and moisture meters.

Issue clear written reports immediately after each inspection, supported by photographs, measurements and relevant drawing or specification references.

Issue non-conformance reports for work or materials that do not meet approved requirements.

Define the required correction, responsible party, deadline and acceptance standard.

Review repair methodologies before rectification begins.

Verify corrective work before closing any quality issue.

Investigate the root cause of recurring defects and implement corrective and preventive action.

Maintain a central register of open, overdue and closed quality issues across all projects.

Escalate serious, unresolved or repeated quality failures to the Senior Construction Project Manager and Directors.

Team Leadership, Coordination and Authority

Lead and coordinate QA/QC personnel assigned across company projects.

Establish clear inspection responsibilities, reporting requirements and follow-up procedures.

Work closely with Project Managers, Structural and Finishing Site Managers, engineers and supervisors.

Coordinate with the Procurement Manager, Senior Estimator, architects, interior designers and structural or MEP consultants.

Coordinate quality matters with subcontractors, suppliers and specialist testing providers.

Provide practical recommendations before quality risks affect cost, programme or completed work.

Reject materials or completed work that do not meet approved requirements.

Prevent defective or unapproved work from continuing.

Stop work where continuing would conceal a defect or create a serious quality risk.

Require correction and reinspection before affected work resumes.

This authority must be used professionally, supported by technical evidence and properly documented.

Quality Records and Management Reporting

Maintain complete and organised records of:

Quality Management Plans and Inspection and Test Plans.

Inspection requests, checklists and test results.

Material approvals, samples and mock-ups.

Concrete-pour, testing and laboratory records.

Non-conformance and corrective-action registers.

Defect, snagging and close-out records.

Photographic evidence and inspection reports.

Project quality dashboards and trend reports.

Management reporting must clearly show:

Open and overdue quality issues.

Critical project risks.

Recurring defects and responsible parties.

Corrective actions and completion status.

Projects, trades or subcontractors requiring management attention.

Requirements

Candidates must have:

Minimum 8 years of professional construction experience.

Minimum 5 years of experience in construction QA/QC, quality management or a comparable position.

Proven experience managing quality across multiple active projects.

Strong and verifiable experience with large-scale structural works.

Proven experience delivering five-star hotels, resorts, luxury villas, apartments or comparable high-quality finishes.

Strong knowledge of reinforcement, formwork, concrete, structural sequencing and testing.

Strong knowledge of plastering, ceilings, tiling, stone, waterproofing, painting, joinery, glazing and visible MEP finishes.

Proven ability to prepare and implement Quality Management Plans, Inspection and Test Plans, inspection checklists and hold points.

Experience managing non-conformance reports, root-cause investigations and corrective and preventive actions.

Ability to read structural, architectural, interior and MEP drawings.

Practical experience using professional inspection and measuring equipment.

Strong written reporting, photographic documentation and digital record-management skills.

Ability to identify quality risks before defective work is produced.

Confidence to reject defective work and professionally challenge Project Managers, Site Managers or subcontractors where necessary.

Bachelor’s degree in Civil Engineering, Architecture, Construction Management or a related discipline.

Strong Microsoft Excel and Google Sheets skills.

Strong working English.

Willingness to travel regularly between multiple project sites.

Ability to provide redacted inspection-report samples, verifiable project evidence and professional references.

Candidates whose experience is limited to either structural works or finishing works will not be considered suitable. The successful candidate must be strong in both areas.

Managed QA/QC across several large projects simultaneously.

Worked on five-star hotels, luxury resorts or internationally managed developments.

Experience with modular formwork and large reinforced-concrete structures.

Knowledge of ISO 9001 Quality Management Systems.

Experience working with international consultants, designers and clients.

Experience recovering projects with serious structural or finishing-quality problems.

Relevant Indonesian engineering, quality or construction-management certification.

Experience with digital inspection, snagging and reporting systems.
