KLK Refinery and Oleo in Indonesia seeks a Project Manager to plan, manage, and deliver capital expenditure and improvement projects from concept through commissioning and handover.
You will ensure projects are delivered safely, on time, within budget, to quality standards, and in full compliance with Indonesian regulations and company requirements. Based in Sangkulirang, East Kalimantan, you will lead cross-functional teams including engineering, procurement, construction, and operations.

Our products are used in diverse end-use applications, including home & personal care, pharmaceuticals, food & nutrition, flavours & fragrances, lubricants, polymers and industrial chemicals.
We are looking for the Project Manager is responsible for planning, managing, and delivering the Company's capital expenditure and improvement projects from concept and feasibility through engineering, procurement, construction, commissioning, and handover.
The position ensures that projects are delivered safely, on time, within approved budget, to the required quality and technical standards, and in full compliance with applicable Indonesian regulations and Company requirements.
Lead the development of new projects from initial concept through implementation.
Understand the Company's business objectives and translate them into clear project requirements.
Prepare project scopes, preliminary budgets, schedules, and execution strategies.
Coordinate front-end engineering design and detailed engineering activities.
Review engineering designs, drawings, specifications, calculations, and technical documents.
Work closely with Procurement to develop project procurement strategies.
Prepare technical specifications and equipment requirements.
Evaluate technical proposals from equipment suppliers and contractors.
Coordinate with suppliers regarding technical issues, delivery schedules, and warranties.
Manage contractors, consultants, and construction teams.
Ensure construction activities comply with approved drawings, specifications, quality standards, and safety requirements.
Monitor construction progress against the approved schedule.
Coordinate site activities to minimize disruption to ongoing plant operations.
Manage projects within approved CAPEX budgets.
Establish and maintain project cost control systems.
Monitor committed costs, actual expenditure, forecast costs, and remaining budget.
Develop and maintain detailed project schedules.
Establish project milestones and critical paths.
Identify potential delays and develop recovery plans.
Ensure critical equipment and materials arrive according to project requirements.
Ensure all project activities comply with Company HSE requirements and applicable Indonesian regulations.
Implement appropriate safety management systems throughout project execution.
Ensure contractors conduct proper risk assessments and comply with site safety requirements also monitor construction safety performance.
Ensure projects obtain all required approvals, permits, licenses, and statutory clearances before relevant activities commence.
Coordinate with Legal, HSE, Operations, and external consultants regarding regulatory requirements.
Ensure compliance with applicable Indonesian requirements covering: Building and construction, Environmental management, Industrial operations, Fire protection, Electrical systems, Pressure equipment, Occupational safety, Boiler and steam systems, Chemical handling.
Establish project quality requirements and inspection plans.
Ensure contractors and suppliers comply with approved specifications.
Review inspection and test plans &Monitor material quality and workmanship.
Ensure proper documentation of inspections, testing, and commissioning.
Develop commissioning and start-up plans together with Operations and Maintenance.
Coordinate pre-commissioning, commissioning, testing, and performance runs.
Ensure operators and maintenance personnel receive appropriate training also Ensure operating manuals, drawings, spare parts, certificates, and other handover documents are complete.
Bachelor’s degree in Mechanical, Chemical, Civil, or related Engineering discipline.
Minimum 8-10 years of experience industrial project management.
Experience in palm oil refinery, oleochemical, chemical, edible oil, or related process industries is highly preferred.
Proven experience managing end-to-end projects, including planning, engineering, construction, procurement, budget control, maintenance, commissioning, and handover.
Proven experience managing medium to large CAPEX projects, contractors and multidisciplinary treams.
Experience managing EPC contractors and engineering consultants.
Strong understanding of industrial plant construction, commissioning, and start-up.
High integrity, accountability, and ability to work under pressure.
Strong knowledge of Indonesian HSE, construction, environmental, and industrial regulatory requirements.
Good command of English, both written and spoken.
Strong leadership and decision-making ability, negotiation skills, communication, and problem solving skills.
Excellent project planning and organizational skills, stakeholder management skills & strong commercial awareness.
Professional certification in Project Management is an advantage.
Willing to be based in Sangkulirang, East Kalimantan.
