Artelia Indonesia seeks an experienced Quantity Surveyor to join a confidential Data Center Construction Project in Indonesia. The role focuses on managing project costs, contracts, reporting, and financial control from pre-construction through completion.

The successful candidate will have 7+ years in quantity surveying, strong commercial acumen, and extensive experience in data-center or mission-critical projects. Proficiency in Excel and excellent stakeholder communication are essential.

Qualifications

  • Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
  • Minimum 7 years of experience in quantity surveying, cost management, or commercial management within construction projects.
  • Minimum 3 years of experience in a Quantity Surveyor or Commercial role on large-scale construction projects.
  • Proven experience in Data Center, Mission Critical, Industrial, Semiconductor, Pharmaceutical, Infrastructure, or Commercial Building Projects.
  • Strong knowledge of cost estimation, budgeting, cost control, and commercial reporting.
  • Experience in contract administration, variation management, and claims assessment.
  • Solid understanding of construction contracts and procurement processes.
  • Experience reviewing contractor payment applications and progress valuations.
  • Strong analytical, numerical, and negotiation skills.
  • Experience working within Engineering Consultancy, PMC, EPC, or Construction environments.
  • Excellent communication and stakeholder management skills.
  • Ability to manage multiple priorities in a dynamic project environment.
  • Proficiency in Microsoft Excel and other commercial reporting tools.
  • Fluent English communication skills, both written and verbal.

Responsibilities

  • Cost Management & Budget Control: Prepare and manage project cost plans, budgets, and financial forecasts.
  • Measurement & Valuation: Review quantities, measurements, and contractor submissions; prepare take-offs and cost assessments.
  • Contract Administration: Support administration of contracts; review documents and evaluate variations and claims.
  • Commercial Management: Monitor performance, evaluate variation orders, support procurement and tender evaluation.
  • Project Reporting & Controls: Prepare weekly and monthly reports; develop cost forecasts and cash flow projections.
  • Stakeholder Coordination: Coordinate with Project Managers, Engineers, Consultants, Contractors, and Client representatives.
  • Risk Management: Identify cost/commercial risks and mitigation measures.
  • Project Close-Out: Assist in final accounts and close-out documentation.

About the Job:

Artelia is seeking an experienced and detail-oriented Quantity Surveyor (QS) to join a confidential Data Center Construction Project in Indonesia.

This position plays a key role in managing project costs, contract administration, commercial reporting, and financial control from pre-construction through project completion. The Quantity Surveyor will work closely with the Client, Project Management Team, Consultants, and Contractors to ensure accurate cost management and commercial oversight throughout the project lifecycle.

The successful candidate will possess strong commercial acumen, extensive experience in construction cost management, and the ability to manage contractual and financial matters within a fast-paced project environment.

Job Description
Cost Management & Budget Control
  • Prepare and manage project cost plans, budgets, and financial forecasts.
  • Monitor project expenditures and ensure alignment with approved budgets.
  • Conduct cost analysis and identify cost-saving opportunities.
  • Assist in establishing project cost control procedures and reporting systems.
  • Track budget performance and report cost variances to project management.
Measurement & Valuation
  • Review and verify quantities, measurements, and contractor submissions.
  • Prepare quantity take-offs and cost assessments as required.
  • Validate progress claims and payment applications from contractors.
  • Assess completed works and verify progress valuation.
  • Maintain accurate records of measured quantities and project costs.
Contract Administration
  • Support the administration of construction contracts throughout project delivery.
  • Review contract documents and identify commercial risks and obligations.
  • Evaluate contractor variations, change orders, and contractual claims.
  • Assist in negotiating commercial matters with contractors and consultants.
  • Ensure compliance with contractual requirements and procedures.
Commercial Management
  • Monitor project commercial performance and financial status.
  • Review, evaluate, and recommend variation orders and cost adjustments.
  • Support procurement and tender evaluation processes when required.
  • Identify commercial risks, opportunities, and mitigation measures.
  • Assist project management in making informed commercial decisions.
Project Reporting & Controls
  • Prepare weekly and monthly commercial reports.
  • Develop cost forecasts and cash flow projections.
  • Track contingency usage and cost trends.
  • Maintain project cost databases and commercial records.
  • Provide accurate cost information to support project reporting and decision-making.
Stakeholder Coordination
  • Coordinate closely with Project Managers, Engineers, Consultants, Contractors, and Client representatives.
  • Participate in commercial meetings and project progress reviews.
  • Support dispute avoidance and claim management activities.
  • Facilitate communication on cost and contractual matters among project stakeholders.
  • Ensure commercial transparency and timely issue resolution.
Risk Management
  • Identify cost and commercial risks that may impact project delivery.
  • Support risk assessments and financial impact evaluations.
  • Monitor cost exposure associated with project changes and unforeseen conditions.
  • Develop recommendations to mitigate commercial and contractual risks.
Project Close-Out
  • Assist in final account preparation and settlement.
  • Ensure all contractual and commercial obligations are completed.
  • Review and finalize outstanding variations and claims.
  • Support project handover and close-out documentation.
  • Maintain complete project commercial records for audit and future reference.
Requirements
