Job summary

CHIS Internationals in Surabaya seeks an experienced Customs & Compliance Officer to manage end-to-end KB bonded zone compliance, ledgers, and imports/exports with DJBC and HQ coordination. The role requires hands-on KB experience and collaboration with Indonesian authorities and China HQ.

The ideal candidate will handle bond documentation, origin certificates, duty/VAT calculations, and internal audits while ensuring accurate reporting and seamless cross-department coordination.

Qualifications

• Fluent in Indonesian (written and spoken) to communicate with DJBC and prepare declarations.
• Working proficiency in Chinese or English to interface with China HQ.
• Solid knowledge of Indonesian customs law and KB regulations.

Responsibilities

• Maintain the KB bonded electronic ledger in the DJBC system; track bonded imports, production consumption, yield/loss, finished goods exports, scrap disposal, inter-KB transfer, and domestic sales of bonded materials; ensure ledger, documentation, and physical stock match.
• Prepare and submit consumption coefficient (BOM-based) declarations to DJBC; review and adjust yield/loss rates based on production data.
• Implement physical segregation between bonded and non-bonded materials in the warehouse; conduct periodic bonded stock counts and resolve discrepancies.
• Review import/export documentation and coordinate with licensed customs brokers for PIB/PEB declaration through DJBC systems.
• Apply for Certificates of Origin under ASEAN/FTAs; ensure origin-rule compliance and retain supporting evidence.
• Handle bonded material domestic sales applications; calculate duties and VAT, prepare approval documents, and complete duty payment.
• Manage compliant disposal of defective products and scrap materials under KB regulations; process inter-KB material transfers.
• Monitor DJBC regulatory and KB policy updates; conduct internal customs compliance self-audits and prepare reports.
• Prepare documentation and respond during DJBC audits; coordinate with external customs consultants and legal counsel on disputes or penalties.
• Liaise with procurement, production, warehouse, and finance to compile bilingual (Indonesian/Chinese) compliance reports for HQ.

Customs & Compliance Officer / Supervisor (Kawasan Berikat / Bonded Factory)

Reports to: Plant Manager / Head of Customs & Compliance (HQ, China)

Job Summary

We are looking for an experienced Customs & Compliance Officer to join our bonded manufacturing plant in Indonesia. This role is responsible for end-to-end bonded zone (Kawasan Berikat) customs compliance, including bonded ledger management, import/export declaration, duty drawback, internal control, and audit support with DJBC (Directorate General of Customs and Excise). The ideal candidate has hands-on experience in a KB-bonded manufacturing environment and can work effectively with both Indonesian customs authorities and Chinese HQ teams.

Key Responsibilities

• Maintain the KB bonded electronic ledger in the DJBC system; track bonded raw material imports, production consumption, yield/loss, finished-good exports, scrap disposal, inter-KB transfer, and domestic sales of bonded materials; ensure ledger, documentation, and physical stock match.
• Prepare and submit consumption coefficient (BOM-based) declarations to DJBC; review and adjust yield/loss rates based on production data.
• Implement physical segregation between bonded and non-bonded materials in the warehouse; conduct periodic bonded stock counts and resolve discrepancies.
• Review import/export documentation (commercial invoice, packing list, bill of lading, certificates of origin) and coordinate with licensed customs brokers for PIB/PEB declaration through DJBC systems.
• Apply for Certificates of Origin (Form E, Form AK, Form A, etc.) under ASEAN/FTAs; ensure origin-rule compliance and retain supporting evidence.
• Handle bonded material domestic sales (impor sementara / atas dasar bea masuk) applications: calculate duties and VAT, prepare approval documents, and complete duty payment.
• Manage compliant disposal of defective products and scrap materials under KB regulations; process inter-KB material transfers.
• Monitor DJBC regulatory and KB policy updates; conduct internal customs compliance self-audits and prepare reports.
• Prepare documentation and respond during DJBC audits; coordinate with external customs consultants and legal counsel on disputes or penalties.
• Liaise with procurement, production, warehouse, and finance departments; compile monthly bilingual (Indonesian/Chinese) compliance reports for HQ.

Requirements

• Fluent in Indonesian (written and spoken) to independently communicate with DJBC and prepare declaration documents; working proficiency in Chinese or English to interface with China HQ.
• Minimum 2 years of hands-on customs experience in an Indonesian Kawasan Berikat (KB) bonded manufacturing plant; general trade customs experience alone is not sufficient.
• Solid knowledge of Indonesian customs law, KB bonded zone regulations, ASEAN FTA rules of origin, import duty and VAT (PPN/PPnBM).
• Proficient in DJBC declaration systems; strong Excel skills for BOM-based consumption calculation and bonded inventory reconciliation.
• Manufacturing industry background preferred; experience with BOM structure and production yield analysis.
• Strong risk awareness, attention to detail, and ability to drive compliance across warehouse and production teams.

Preferred Qualifications

• Prior experience in a Chinese-invested manufacturing plant in Indonesia (KB/KI/KEK).
• Experience setting up customs compliance systems for a new bonded factory.
• Familiarity with scrap disposal and inter-KB transfer procedures.
• Basic understanding of Indonesian tax (DJP) regulations.
